NEW George Osborne, who will unveil his spending plans for Britain next Wednesday, is under pressure to balance the books, with fresh data showing that government borrowing shot up more than expected in October. Profits made from the sale of assets such as property or shares, which are called capital gains, rose to £32.1billion last year, up from £23.5billion in 2012-13, marking their highest level on record, according to recent Government figures.

A decline in overseas buyers is being blamed on several factors, including higher stamp duty fees for those with luxury homes. The shortfall has seen domestic buyers return to the London property market. The percentage of property purchases by domestic buyers was 79 per cent during the third quarter, up from 75 per cent a year ago, says agent Marsh & Parsons.

The UK's leading power firms are expected to introduce tariffs that charge more at peak times when they roll out new electronic meters which monitor how much energy you use by the second. It means electricity and gas costs could penalise everyone cooking family meals, watching popular TV shows and heating their homes on chilly winter evenings.

While the amount being borrowed for home loans is rising each month, the majority of buyers are ignoring a glut of ten-year fixed deals. With interest rates widely expected to go up next year, some providers are already pulling their best rates. Nationwide announced yesterday that the rates on its best ten-year mortgages were going up by 0.1 per cent.

Last week, Metro Bank launched a new range of bonds - available in branches and online - paying 1.88 per cent after tax (2.37 per cent before) for those willing to tie up their money for 18 months. But that rate falls to 1.63 per cent (2.03 per cent) for savers taking out the bond from today. Or 1.54 per cent(1.93 per cent) for one year.
INVESTMENT CLINIC: I own shares in TalkTalk - given the recent cyber attack, is it time to sell?
Holly Black, of Money Mail, replies: TalkTalk's share price took a hit long before its most recent security breach. Over the past five years, the price had risen from 134p a share to 403p before falling again in the summer. A panicked initial reaction by the market to the cyber-attack last week means that today the share price is around 242p. Whether that will bounce back is not yet clear.
Average home hits record £286k, official figures claim, with house prices in Northern Ireland soaring more than 10% in a year
The average cost of a home in the UK reached a record high of £286,000 in September, official data reveals. Across the country, house prices increased by 6.1 per cent in the year to September, the Office for National Statistics said. Prices paid by first-time buyers in the last 12 months were 4.3 per cent higher than a year earlier, the figures suggest.
