Sen. Hillary Rodham Clinton, D-N.Y., on Wednesday introduced legislation increasing the regular Army's strength by 80,000 soldiers -- not to deal with the immediate crisis in Iraq -- but to ease the strains on the service's regular and reserve forces long term.
The amount is roughly double what 2004 Democratic presidential candidate Sen. John Kerry backed in his debates with President Bush. The Clinton initiative would increase the regular Army's strength by about 16 percent. …
