How the Shawshank prisoners seduced 'flirtatious' married prison worker into daily sex acts in the tailor shop and manipulated her into helping their escape by saying they would settle in a 'place on the beach'

The convicted killers who broke out of a New York prison seduced a married correctional officer into having sex almost every day, a damning report has found. 

David Sweat and Richard Matt then manipulated Joyce Mitchell into helping them escape from the Clinton Correctional Facility in Dannemora on June 6, 2015 by suggesting they would settle in a place on the beach in Mexico when they got out. 

The pair both had relationships with the mother-of-one, with Matt even saying he loved her, so she would smuggle in the power tools they used to cut through pipes running underneath the prison.

Each one was known to sneak off with Mitchell while other inmates acted as lookouts. 

The revelations were uncovered in a widespread investigation into the escape of the two murderers. It concluded that the men should have been caught 400 times before their widely publicized prison break. 

The report from State Inspector General Catherine Leahy Scott says that chronic staff complacency, complicit employees and failures of basic security procedures were to blame for the breakout 

According to the report, Mitchell was flirtatious with other inmates in the prison's tailor shop where she was stationed.

But she paid the most attention to Sweat and Matt, and even gave them cookies, cakes. She even bought Sweat a Big Mac at one point.

Other prisoners also told investigators she would be 'bent over' their machines throughout the day and would let them get away with not doing any work.

The pair's plan kicked into motion when Matt told Mitchell he had feelings for her, and even claimed he loved her.

Over time, Mitchell's and Matt's relationship turned sexual. 

According to Mitchell, who is now in state prison for giving the convicts power tools to help their escape, she was 'scared s***less' after Matt grabbed her in the tailor shop and kissed her.

Asked by a State Police investigator if she was 'scared but excited?' Mitchell responded, 'Yeah.' 

Mitchell claimed that while the encounter meant nothing to her, Matt might have seen it differently. 

However it turned out that the convicted killer was trying to placate her with affection, in a bid to get her on his side.  

On another occasion, Mitchell admitted she performed oral sex on Matt while the pair were grabbing tools for the escape.

CLINTON CORRECTIONAL FACILITY SECURITY LAPSES

State Inspector General Catherine Leahy Scott's report about the breakout of David Sweat and Richard Matt said security lapses at the maximum-security Clinton Correctional Facility at Dannemora, 25 miles south of the Canadian border, were longstanding.

'The extent of complacency and failure to adhere to the most basic security standards uncovered by my investigation was egregious and inexcusable,' Scott said.

Correction authorities have implemented changes, and many Clinton employees have resigned or been fired, she said.

The lapses found at the facility include the following: 

  • Failures to search employees' bags entering the prison
  • Negligent night counts of inmates
  • Inadequate cell searches
  • Poor supervision of inmates
  • Poor supervision of civilian employees by security staff 

Another inmate said Matt asked him to be a lookout during one of his so-called encounters with Mitchell during a work shift.

According to the inmate, Matt said: 'I'm gonna get that . . . I'm gonna take her in the room, we already talked about it, she's saying I can, I gotta be quick.'

When Matt emerged from being alone with Mitchell, he placed his fingers under the inmate's nose, saying: 'Here, smell this.'

Micthell said Matt would stand by her desk daily and ask her to fondle his penis by reaching into his pants through a hole he had cut in his prison jumpsuit.

'He wanted me to tell him how much I wanted it and how much I liked it. It's like he needed his ego fixed or something,' she told investigators.

In April or May 2015, Mitchell said, she took photographs of her naked body at home. 

After making prints on her home printer, she took copies into the tailor shop for Matt and Sweat. 

Around this same time, coworkers - both civilian and security-  noticed that Mitchell's appearance and dress began to change. 

She told investigators that she had begun dieting and dressing more attractively, but claimed it was so she would look better for her husband.

By that time, Mitchell had started to willingly provide support for Sweat and Matt's escape plan. 

Eventually, Mitchell said, she decided she would join Sweat and Matt after their breakout, agreeing to meet them in her vehicle and drive away with them.

Sweat and Matt 'zoned in on my unhappiness,' Mitchell testified, until she became 'caught up in the fantasy... of a different life.'

Matt kept Micthell up-to-date about Sweat's progress beneath the prison. At the time he was using power tools to cut through the heavy metal piping that led to the outside world.

Mitchell began to assemble equipment and other items they would need after the escape and which she planned to have in her vehicle when she picked them up. 

She purchased a pair of black cargo pants Sweat had specifically requested, and on April 2, as evidenced by a sales receipt obtained by the Inspector General, she bought a compass. 

Other equipment needed for life on the run – a tent, sleeping bags, fishing poles, a hatchet, a rifle, a shotgun, and ammunition – she or her husband already owned. 

Mitchell testified that Matt had told her that he intended to cut down the barrel of the shotgun. 

According to Sweat, Mitchell had purchased additional hacksaw blades to do so, which she kept under the seat of her 62 vehicle.

She also bought the pair maps. Mitchell said this was unnecessary as her car was equipped with GPS, but the pair insisted. 

Mitchell bought a spiral-bound road atlas of the United States and photocopied the pages on New York state to avoid metal detectors going off.

Having the map inside the prison was a violation of the facility's policy.

Over the course of about 85 nights, Sweat climbed down catwalks into the tunnels under the prison, explored for possible escape routes and cut through large steam pipes and the chain on the manhole cover where they got out. 

More than 400 inmate bed checks should have occurred in that period, and any one properly conducted would have detected Sweat's absence, according to the report.

Guard Gene Palmer, who took the men pliers and a screwdriver and frozen meat in which Mitchell hid saw blades, was convicted of promoting prison contraband and was sentenced to six months in jail.

Mitchell also smuggled a road atlas to Matt and placed telephone calls inquiring about rental cabins in Vermont, which Matt had suggested as a potential place to go after the escape. 

The cabins were too expensive, however, and Matt said they would head to Mexico, where he said he had ties to a drug cartels following a stint in Mexican prison. 

A warmer climate also appealed to Sweat. Mtchell said he wanted somewhere hot so he could scuba dive.

He also needed Matt as he didn't speak a word of Spanish. 

Sweat, in his testimony, recalled writing such a note, but said it was only intended to exploit Mitchell's feelings for him. 

He stated: '[B]ecause she was so infatuated, [Matt and I] played off that . . . 'Yeah, we'll be together, it'll be great . . . we'll go down to Mexico and we'll get a nice place by the beach,' and I just kept placating that.'

Mitchell said she cannot swim. 

Sweat said he and Matt had come up with names they would assume after reaching Mexico. Sweat would become 'James Tuttle . . . after my uncle.' Matt would take the name 'Tony Goya,' possibly reflecting his partial Italian ancestry and intended persona.  

She said the future life she envisioned with Sweat did not include Matt, with whom she 'would only be buddies.' 

As Mitchell stated: 'After it quieted down . . . Matt would go off by himself and . . . Sweat and I would be together.' 

Needless to say, Sweat saw things differently. He said his communications with Mitchell were calculated only to ensure she would appear at the post-escape rendezvous in her vehicle. 

'I just wanted a ride,' he said. At Matt's request, Mitchell also smuggled in items not essential to the escape, including Bacardi 151 and Wild Turkey she had poured into plastic water bottles. 

As their escaped near, Mitchell and the killers discussed the possibility of killing her husband Lyle.

According to the report, she said: 'Oh, pop my husband, he’s worth more to me dead than he is alive.' 

Scott's report said security lapses at the maximum-security facility located 25 miles south of the Canadian border were longstanding.

More than dozen photos included in the report show the tools the men used to escape along with notes that they left for authorities to find after they left.

The lapses include failures to search entering employees' bags, negligent night counts of inmates, inadequate cell searches and poor supervision of inmates and civilian employees by security staff, she said.

The report also showed photographs of the tools they used, the dummy found in Sweat's cell on the morning of the escape and a Sopranos-themed note left for guards. 

Prison officials didn't immediately comment Monday on the inspector general's report.

Matt, who had been serving 25 years to life for the killing of his former boss, and Sweat, who had been serving life without parole in the killing of a sheriff's deputy, cut holes in the backs of their cells during recreation periods with saws and other tools smuggled in by a civilian employee of the tailor shop where they worked.

The two inmates even chose aliases: Sweat picked James Tuttle, and Matt opted for Tony Goya.

A three-week manhunt followed the escape, with up to 1,300 state, federal and local law enforcement personnel that cost the state $22.8million in overtime.

Matt was shot dead by searchers June 26 in a wooded area 30 miles west of the prison. Sweat was shot and captured two days later near the Canadian border. 

Sweat pleaded guilty to escape charges and was ordered to pay restitution for some of the $573,000 in repair costs.

Mitchell, the tailor shop employee, pleaded guilty to charges related to providing hacksaw blades and other tools to the inmates. 

Palmer, the guard, pleaded guilty to a felony count of promoting prison contraband for taking in needle-nose pliers and a screwdriver and a misdemeanor official misconduct count.
