He says he is a changed man, living a quiet life with his family - stunning girlfriend Abbey Wilson and their two 20-month-old daughters Athena and Alexandria.

Joe invited Daily Mail Online to join him on a family vacation at Casa Aramara, a $17,000 per night luxury property overlooking the Pacific Ocean that is a favorite of his longtime friends the Kardashians.

And the high energy entrepreneur showed off a somewhat different side to the wild behavior encouraged by the franchise that made his name.

Baby Alexandria squealed with joy as Joe tossed her in the air while they frolicked in the pool.

Alexandria’s twin, Athena, giggled as she watched on in the arms of her mom, Abbey.

These days Joe spends his time wrangling his energetic daughters into their high chairs at mealtimes or rolling around on the lawn with them.

'Joe calls that his Daddy time,' says Abbey, 28, his girlfriend of eight years.

'I’ve never seen such a dramatic change in someone in my life when Joe became a father. He is so much more calm. Before, he was stressed out about so much stuff. I wish everyone could see what I see.'

Athena and Alexandria were conceived via IVF.

Joe laughs when it’s suggested that choosing girls seems an odd choice for a man who made his millions by filming scantily clad young women behaving badly on Spring Break.

'I love women. I grew up surrounded by girls. I have three sisters,' he says. And it’s clear that the adorable youngsters idolize their father.

'Their first word was Dada – and Papa, they speak Spanish as well. Not fluently yet though,' Joe says proudly.

Having seen just how wild girls can be in their teens, Joe already has a game plan in place for when his daughters are old enough to head out into the world on their own – say, for example, to their first spring break.

'You’re not going to ever tell a woman what to do, because in my experience, they’ll do the opposite. I’ll give them all the fundamentals, all the risk factors, and an understanding of the world,' he says.

'But I’m not going to put restrictions on them, I am even careful about using the word ‘no’ with them.'

But when it comes to future boyfriends – as a formerly renowned lothario himself – the word 'no' is definitely on the agenda.

'I don’t think the boyfriends are going to get over the barbed wire electrified fence that’s going up next week,' he jokes.

If the arrival of Athena and Alexandria sparked Joe’s transformation from party boy to doting dad, they've also had an impact on their mom too – in fact, they may well have saved her life.

'I had a really bad eating disorder from age 11,' Abbey admits.

'But they have changed my whole outlook, I need to stay healthy for them. It’s not just about me anymore. Everything I do, they’re watching, and they’re imitating me.'

Abbey employs two nannies four days a week, but says she wants Athena and Alexandria 'all to myself' for the remaining three days.

She still marvels at how Alexandria so resembles Joe, while Athena is a mirror image of herself – and that’s also reflected in their personalities.

JOE FRANCIS'S FAMOUS GUESTS

JENNIFER ANISTON: 'She stayed here when she was with Vince Vaughn,' says Joe. 'I remember when they were being driven back to a private airport, she said she was disappointed there were no paparazzi there! If any of the staff at Casa Aramara told anyone that there was a celebrity here, they’d get fired. But she had just started to date Vince and obviously wanted people to know about it. She’s also stayed here with another ex, John Mayer.

ORLANDO BLOOM: 'He was another one who stayed here with Jen,' recalls Joe. 'They were here as friends – I think, but you never know! They stayed in separate rooms.'

SCOTT DISICK: Joe declares, 'Scott is the craziest party animal I’ve ever met – he far tops me. One night, maybe a year ago, he got so wasted, and I went to sleep, he kicked down my glass door and got me out of bed!'

KOURTNEY KARDASHIAN: 'Kourtney was the most amazing support for me when I was pregnant,' says Abbey. 'She was the first person I would call. She and I were pregnant together. The girls and her son Reign are about the same age, so they’ll have lots of playdates.' Joe adds, 'I introduced Kourtney to [her ex, and father of her three children] Scott Disick.'

KRIS JENNER: 'The girls had their first selfie with Kris,' says Abbey. 'She came to visit when they were just two weeks old. She’s awesome.'

LANCE BASS: 'He is just my favorite person in the world,' says Abbey. 'He is the kindest man, and super sincere.'

'Their personalities match their looks. Joe is crazy and fun and energetic. That’s how Alexandria is. Athena is the blonde – she’s really bubbly. They’re both trouble,' says Abbey, who notes their twin bond became evident before they could talk.

'They have their own little language. Listening to them when they wake up in the morning, you’d swear they were having a good gossip.'

Abbey and Joe met in 2008 – not 2012 when he crowned her winner of The Hottest Girl in America, as is often reported – outside LA’s STK Steakhouse. They both admit their relationship has been a roller coaster, including a messy, two-year split. But in recent years, they decided they’re together for good.

'We’ve had ins and outs, and we decided to be in,' says Joe.

And there’s no more commitment than choosing to becoming parents to twins.

'We weren’t having trouble conceiving, we wanted to have perfectly healthy babies so that’s why we went with IVF. With the technology you can wipe out genetic diseases from their DNA.

'They are 97.5 per cent guaranteed to have no mental illnesses, and you can test to see if the baby carries the genes BRAC1 and 2 [genes which cause breast and ovarian cancers],' says Abbey.

'Gender selection was just a bonus. I did not want twins. But our IVF doctor told us, "Pregnancy is not super fun". He looked at Joe and said, "It’s not going to be fun for you either. You’re going to hate it. Let me give you advice – get it over with, have two at one time." I thought he was crazy, but Joe loved the idea.'

Abbey admits her pregnancy wasn’t easy and is reluctant to have more children.

'I went into labor early, at 35 weeks. I had a bad migraine, and I knew something wasn’t right – it was excruciating. I drove to the doctor in Puerto Vallarta and on the way, these weird cramps were coming and going. I called my mom in Oklahoma, and she was like, "Abbey, you’re in labor", she recalls.

But unfortunately for Abbey, Joe’s already toying with the idea of adding to their family.

'I have my hands full for now,' he says. 'This is just right now today though. I can’t say how I’m going to feel two years from now. They start school in a year, and I was on the phone this morning with the pre-school and the person I was speaking to said the empty nest thing is harder than you think.'

'I haven’t been treated fairly by the US at all. 'Most stories out there about me are just not true, but accepted as fact.

'I’ve sat on the stand and turned to the judge, and he’s on Wikipedia reading lies about me, so he already hates me,' says Joe, his laidback smile quickly being replaced with a dark stare. 'There is nothing I miss about the US. My children are Mexican, they’re not American. Mexico is my home now.'

And with a holiday property like Casa Aramara – which has hosted the likes of the Kardashians, Jennifer Aniston, Orlando Bloom, 'basically any celebrity you can name, they’ve stayed here,' says Joe – at his disposal, it’s no wonder he never wants to leave.

During our interview, Joe, Abbey and their girls were being attended by 35 staff members as they lounged in a pavilion overlooking the private beach.

Alexandria and Athena play in two pools, and love chasing each other around on the property’s tennis court.

When Joe’s friends, including LA’s biggest party boy Scott Disick, come to visit, there’s a private movie theater and games room stocked with a pool table and air hockey.

In each of the 17 guest rooms, there is a button on the phone labeled 'Anything' – and, Joe tells us, it literally means anything you desire.

While Joe describes himself as retired now, should a business call come in, his landline has a cord long enough to trail from his room down onto the sand.

'When I’m here, it all goes away. It’s like, um… phones?' he says, pretending to toss one of his two iPhones. 'These days, I wake up with my girls, look at the ocean, do a workout, get a massage, go in the ocean, and go out on the boat. It’s paradise.'
