She is seen strapping herself in with a seatbelt while carrying her daughter in her arms.

The car then drives off with Faith perched on her mother's lap - violating California law which states any child under eight years old must be 'secured in a child restraint that meets federal motor vehicle safety standards'.

Kelsey's representative Stan Rosenfield told TMZ that there was a car seat inside.

However, in the video - which shows the inside of the car - there is clearly no car seat.

It's not the first time Kelsey and Kayte's parenting skills have been brought into question.

Last month the couple brought their baby daughter to a Halloween party at the Playboy Mansion, which was widely criticised.

Former Playmate Kendra Wilkinson was among those to slam Kelsey and Kayte for bringing Faith to the late night celebration.

Frasier star Kelsey, 57, was all smiles as he arrived into LAX on Tuesday, despite his show Boss having been recently axed.

His arrival with wife Kayte, 32, and baby Faith came as it was reported that the actor wants to move his new family into the Beverly Hills home he shared with ex-wife Camille because he's keen to save cash.

The actor’s series Boss was recently cancelled so Kelsey is planning to move into the 10,657 sq ft. Beverly Hills mansion with his wife Kayte and their four-month-old daughter Faith.

According to court documents obtained by TMZ, Kelsey's plan is to rent out his recently-purchased home for $30,000 a month while living in his old house but his ex Camille is trying to prevent it as she pays half the mortgage and they are trying to sell the property.
