Inclusion/exclusion of certain former World Group teams[edit]

I propose removing Chile, Chinese Taipei, Cuba, Greece, Latvia, Mexico, Norway, Paraguay, Peru, Portugal, South Korea, and Uruguay from the section of the template titled "Former World Group teams". These teams have never been in the World Group in the current format and have never advanced to the quarterfinals under the old format (which would be equivalent). If the criteria for inclusion is simply playing in the World Group in any format, then there are some unexplained absences in the list, e.g., Luxembourg, Philippines, Hong Kong, and Thailand. There needs to be some sort of consistent criteria to follow, assuming someone hasn't already established an unspoken one.
