An all-out war is brewing in New York between the Hells Angels and NYPD after bikers refused to cooperate with a police investigation into a shooting outside their headquarters.

In response, cops stormed the notorious bikers' clubhouse on Tuesday, slapping bikers with tickets for minor infractions, police and witnesses said.

More than 30 cops descended upon the East Village headquarters and handed out summonses for any minor infractions they could find, according to police.

'It was done just to f*** with them,' one police source told the New York Post. 'They're not c-ooperating with the investigation. If they're gonna give us a hard time, we're gonna give them a hard time.'

The bikers were slapped with at least three summonses, cops said, for violations including blocking the sidewalk with planters and failing to display license plates on motorcycles, which were covered with a protective sheet.

Officers also ripped out an outdoor bench, and used a saw to cut away a metal ramp outside the building.

The man was shot, allegedly by one of the bikers, after he moved a traffic cone outside their headquarters on East Third Street near First ­Avenue early on Sunday morning.

David Martinez was in the passenger seat of his friend's car when they tried to pass a livery car on the narrow streets of the East Village in Manhattan.

Martinez got out and moved a traffic cone, only to be punched by a Hells Angel before several other club members joined in, the New York Daily News reported.

He is recovering after surgery, but is reportedly too scared to speak to police amid fear of reprisals from Hells Angels. 

Police said they swarmed the bikers' headquarters in order to send them a message.

'We want them to feel our presence and to let them know we are here,' the source said. 

'They don't own that block and they have no right to block parking spots for themselves. It's a public street.'

The cop added, 'They want to bring chaos and outrage into the community, [so] we are going to enforce the law and ensure they are following the rules.'
