They are then believed to have shown staff a photo of 'their baby' in an incubator - thought to be a printout from the internet - and said they had come to collect their child from the neo-natal unit. But after records were checked, staff at the hospital called in the police.

The Chancellor insisted 'circumstances had changed' since the pledge in the 2015 Tory manifesto pledge that there would be no rise in national insurance rates.

'To be honest, I knew my ex was probably damaged within weeks of meeting him. The alarm bells were screeching. Could I hear them? Of course! Did I listen to them? Budget 2017: Tory manifesto pledge to self-employed broken

Britain's army of self-employed will be hammered by a 'devastating' £2billion tax raid. Around 2.48million will pay up to £700 more annually by 2019 in National Insurance contributions. Self-employed workers currently pay 9 per cent on their earnings in NICs every year. But this will rise to 10 per cent from next April and to 11 per cent the year after. The change will net the Government an additional £2.06billion over just four years. Illustration firm boss Becka Griffin (pictured left) says the changes to NI contributions could deter Britons from starting new businesses. Lawyer Jo Dawson (centre) said the reduction in tax-free dividends is typical of how the Budget offers little help to small businesses. Bakery owner Kristy Giblin (top right) runs a cake firm and says the Tories have gone against their pro-business instincts. Mother-of-two Zoe Davies (bottom right) works as an Avon representative and hit out at the hike in NI.

In all, the new measures effectively wipe out cheaper prices on cigarettes, meaning smokers will not be able to buy a packet for less than £8.82 including VAT.

At present, around £12.2billion goes on our foreign aid budget. The figures in an OBR document suggest that by 2019/20 this could hit £12.5billion, while another Budget document, the Red Book, suggests it could reach £12.6billion

Motorists face a £2billion rise in car insurance premiums. Meanwhile, the NHS will be hit with an extra £6billion to cover the cost of any compensation claims against it in the courts.

This was, in truth, the Budget of a small man. There was no excitement, no charisma, and, inexcusably, no vision for what the British economy should look like after Brexit.

The new NS&I; bond was announced with a huge fanfare by the Chancellor last autumn, when it was claimed it would offer a good rate to savers willing to tie their money up for three years.

Hammond found himself in a stronger position than anyone, including the independent Office for Budget Responsibility - which does the financial arithmetic for the Treasury - had forecast.

Budget 2017:Savers will lose £315 in raid on dividends

Figures show that a fifth of those affected by a £3,000 cut to the tax-free allowance on dividends will be the over-65s, who have spent years saving for their retirement. Critics said the move - which was aimed at wealthy individuals trying to pay less tax - would instead deal a hammer blow to middle-class investors. Pictured, investor Stuart Gold (with his wife, Elaine) is being forced to switch from shares to Isas after the Chancellor announced a cut in the tax-free dividend allowance.

Philip Hammond can be unexpectedly cocky. His Budget speech was dotted with drolleries. But gloating is unattractive, particularly in a multi-millionaire breaking a manifesto promise.

Yes, the Chancellor pledged a few hundred million to fund a tranche of new selective-entry state schools. But by far the largest problem we face is how to fund healthcare for an ageing population.

The Labour leader - who must respond to the Budget without any advance notice of it - claimed the Chancellor has no idea about the realities of daily life.

Royal Navy ‘ghost ship’ runs aground on a Cornish beach

The Appleby, a former Royal Navy vessel used for training, is normally tied up in Padstow, North Cornwall, but last week the ship came loose and drifted across the River Camel and beached between Rock and Daymer Bay. For days, residents in the area had no idea how the ship ended up in north Cornwall, as it had no crew or captain, or where it came from. It wasn't until a week later that officials in Padstow came to retrieve the ship, which had floated north on it own. The boat has now been recovered from the shore and taken back to Padstow.

Henry VIII and Anne Boleyn's honeymoon mansion is on sale

The royals spent ten days at Thornbury Castle (right) in South Gloucestershire, a Grade I-listed pile which was built in the early 15th century for Edward Stafford, the Duke of Buckingham. The Duke was an aristocratic landowner during the period of the notorious monarch and the two fell out - with Stafford arrested for high treason and executed on Tower Hill in 1521. King Henry VIII (top left) then claimed the property for himself and, in 1535, spent ten days there while on his honeymoon tour with Boleyn (bottom left), his second wife. However, it didn't turn out too well for Anne, the second of the monarch's six wives either: she was beheaded after three years of marriage, in 1536, for treason.
