Why does my dog keep attacking cats?

I have a Jack Russell dog, who's temper has recently got out of control.

Whenever he sees a cat he will chase it and doesn't stop until he has it in his

mouth biting it!

When I call him he refuses to obey us. We

bought a muzzle for him and now, when we put it on him, he gets totally depressed

Would there be any reason for him attacking cats like this?
