Two dogs lay on the ground refusing to budge even as their owners tried to drag them forward - they knew they were about to be abandoned.

Their heartbreaking resistance outside the Harris County Animal Shelter in Houston was short-lived as the two women just carried them inside and left them to die.

Ann Flores photographed the heartbreaking scene as she arrived to help a friend adopt a dog, unable to believe what she was seeing.

'They were both pulling, but the dogs wouldn't budge. They had to pick them up because they just would not move. They would not walk in there,' she told The Dodo.

'They didn't care. They were just laughing and giggling because the dogs wouldn't move. To them, it was just like throwing trash away. There was no remorse, nothing.' 

The two pups, Truman and Mandi, were dumped and had just a few days to find new owners before the overcrowded shelter would have to put them down.

Both dogs were in bad condition with heartworms and other issues including Mandi suffering mange over most of her body, as well as a painful eye infection.

Local animal lovers rallied to publicize their plight on social media and foster owners were found just hours before they were due to be killed.

The brother and sister were also traumatized by their experiences and Truman was so terrified he had to be carried to the car.

On the way to his new home, Truman started to warm up to animal rescuer Kellie Donoghue and was happy after the 25-minute ride.

'In just an hour, we saw a fantastic transformation of a dog who wouldn't even walk and being flat on the ground and shaking, to feeling safe enough to sleep in the car and get close to me,' she said.

Truman was fostered by Christina Caballero along with her other dog and three cats, though he is still learning to be comfortable inside a house.
