A German mother who plunged from a cliff with her two-year-old daughter in her arms made a chilling post before the suspected murder-suicide.

The bodies of Tanja Ludwig, 33, and her daughter Tilly were found at the base of a cliff below picturesque tourist hotspot Robertson Lookout at Mt Keira, near Wollongong, on Tuesday night.

In one of her final social media posts, Ms Ludwig shared a message for people suffering with mental health problems.

'It's OK not to be OK. We all need support sometimes,' Ms Ludwig posted to Facebook, alongside phone numbers offering support and counselling.

Detectives are understood to be treating the deaths as a murder-suicide, and are preparing a report for the coroner.

A relative of Ms Ludwig's estranged partner, who went to the scene of the tragedy on Tuesday afternoon moments after the pair died, told Daily Mail Australia his family was shaken to the core.  

'Think about the person closest to you, and you found them at the bottom of a cliff... it's beyond horrible,' he said.

'Two beautiful human lives have been ripped away.'   

Neighbour Athena Kinnas tearfully said she 'couldn't believe' Ms Ludwig was gone, and fondly remembered the mother and child duo.

Mrs Kinnas said Ms Ludwig and Tilly would always stop to say hello.

'She was a friendly lady, very nice person.

'I feel shaken,' she said. 'When I heard the news last night, I said to my husband 'poor thing, who did that to her' and then this morning I found out...

'I'm gonna miss her.'

Mrs Kinnas said there were no signs she had been struggling in the days leading up to her death. 

'She was a nice person,' she said. 'Each time I talk to her, she was happy.'  

Police spent the morning on Wednesday investigating the tragedy and retracing Ms Ludwig and her child's final movements, as part of their report for the coroner. 

A woman arrived at the scene carrying flowers. She said she didn't know Ms Ludwig, but was a mother herself and was 'deeply traumatised' by the incident. 

On Tuesday night, paramedics were winched down the steep cliff from the lookout until they reached the bodies in a slow and long recovery.

Wollongong Police district commander Superintendent Chris Craner said the recovery mission would be dangerous.

'It's steep, it's hectic, we've got police coming in from the low side, police trekking down from the high side and the consideration of the helicopter,' he said.

'It's a treacherous, dangerous area we need to get to to respectfully get this people out.'

Superintendent Craner extended his thoughts to the family and the emergency services working at the scene.

'It's going to be absolutely devastating for the community who don't know these people and hear this and what it's about,' he said.
