The disturbance, which had already dumped as much as 8 inches of rain in just three hours over parts of metro New Orleans, was forecast to strengthen into a tropical depression by Thursday and then a tropical storm called Barry Thursday night. New Orleans officials warned that the potential hurricane could bring a coastal storm surge into the mouth of the Mississippi River capable of raising the river's height to 20 feet above sea level - the highest crest in more than 90 years and high enough to overflow some sections of the levee system protecting the city. Louisiana Gov Bel Edwards declared a state of emergency on Wednesday. 'The storm system will likely produce storm surge, hurricane force winds,' he said at a news conference. 'No one should take this storm lightly.' National Guard troops are in place across the state, the governor said.

On Wednesday Alabama police arrested Kendrick Omar Hill, 30, for posting a video of himself tying a man he kidnapped to a chair, berating him, and setting a fire on the ground underneath him. He posted the clip on social media on Tuesday, leading cops to rush to the scene and rescue the victim. Hill was arrested the follow day and charged with kidnapping, attempted assault and attempting to flee law enforcement. In the profane clip Hill claims the victim owes him money and he's willing to go to jail over it.
