The tl;dr: CDM is a dark matter paradigm that's been very successful at reproducing our Universe on large scales (like large galaxies/clusters), but when you zoom in on the centers of small galaxies (like dwarf galaxies), we have problems reproducing what's seen in observations.

CDM is a type of dark matter that doesn't interact with other dark matter particles at all, which seems to produce dwarf galaxies that have way too much mass in their centers compared to observations. SIDM *does* have interactions: dark matter particles scatter off one another.
