Millions in the Northeast are under flood warnings as rain is forecast to batter the region into Thursday, creating hazardous travel conditions and wet surroundings.
The National Weather Service issued flood warnings for 31 million Americans through Thursday as a coastal low-pressure system moves through the East Coast pooling moisture to create heavy rain along the Northeast and Mid-Atlantic.
Forecasters said the rain will create areas of flash flooding and urban, poor drainage and low-lying areas are most at risk.
Philadelphia, New York and Boston are estimated to see one to two inches of rain while parts of Rhode Island and Long Island could reach three to four inches of rainfall.
'This next storm that's moving in from the South is also going to bring in Gulf moisture,' said FOX Weather Meteorologist Britta Merwin.

'So I think we have a larger potential of maybe having a flooding concern for the end of the week.'
New York City Emergency Management issued a travel advisory for heavy rain and flooding from Wednesday to Thursday.
Central Park accumulated 1.23 inches of rain by 6 p.m. on Wednesday, as more rain is forecast to douse the area through Thursday.
In New Jersey, forecasters said flooding is possible for the Saddle River, Ramapo River, Rahway, Passaic, Hackensack Rivers and Hohokus Brook.
'As rainfall continues across New Jersey, flood warnings have been issued in several counties,' said New Jersey Governor Phil Murphy on Twitter.
'Please monitor local weather and plan accordingly for the evening commute. Remember: turn around, don't drown.'
In Norwich, Connecticut flooding of the Yantic River is possible if more than three inches of rain is accumulated, according to The Norwich Bulletin. The Yantic River flooded in January causing a mandatory evacuation of the city from Bozrah to the Backus Hospital.

In Massachusetts, as the storm moves out on Thursday forecasters said winds will increase and are expected to reach 40 mph in the southeast near Cape Cod, according to WBZ.
The National Weather Service said snow is possible in northern Maine and northeastern New York, while Northern New England could experience freezing rain.
Further south in the Mid-Atlantic, parts of Maryland experienced flooding on Wednesday.
The Worcester County Sheriff's Office, home to West Ocean City, said there was a road closure on Golf Course Road at Center Drive in West Ocean City due to flooding.
AccuWeather forecasters said conditions are expected to improve along the northeast on Thursday, leading to pleasant travel conditions. The rain is supposed to leave NYC by midday and temperatures are expected to reach 52.
Boston is expected to see showers until the evening commute. The high in Beantown is set to reach 45 degrees.
