The Mozambique condemns Moroccan dilatory manoeuvres that delay the self-determination and independence of Saharawi people

Chahid El Hafed, 13/12/04 (SPS) The President of the Republic of Mozambique, H.E. Joaquim Alberto Chissano, who undertook a visit of State to SADR, expressed his condemnation to the Moroccan dilatory manoeuvres that delay the self-determination and independence of Saharawi people.

Intervening Sunday during a luncheon President Mohamed Abdelaziz offered on his honour, Mr. Joaquim Alberto Chissano expressed his preoccupation towards the "process of decolonisation of Western Sahara, which witnesses many dilatory manoeuvres that delays the achievement of the inalienable right of the Saharawi people to self-determination and independence, despite of the resolutions and decisions of the United Nations and African Union".

Ladies and Gentlemen

On behalf of the people and Government of the Republic of Mozambique, on behalf of the delegation accompanying me and on my own name, I would like to thank you for the brotherly, warm and hospitable reception you reserved us since our arrival to the Saharawi Arab Democratic Republic.

I would like to seize this opportunity to thank you, Excellency and dear brother Abdelaziz, for the invitation you addressed me to visit the Saharawi Arab Democratic Republic.

Ladies and Gentlemen,

The Republic of Mozambique follows with great interests the process of decolonisation of Western Sahara, which witnesses many dilatory manoeuvres that delays the achievement of the inalienable right of the Saharawi people to self-determination and independence, despite of the resolutions and decisions of the United Nations and African Union.
 
I am carrier of a message of solidarity and support from the Mozambican people and Government to the people and Government of the Saharawi Arab Democratic Republic in their struggle for self-determination. For this reason we are here now within you to encourage you pursuing your struggle with determination. A struggle we had always considered as just.

The Republic of Mozambique supports the Peace Plan for self-determination of the Saharawi people, proposed by James Baker and unanimously approved by the UN in the resolution 1495, then reiterated in Security Council's resolutions 1541 and 1570. We reiterate our disposal to cooperate with you, within the framework of the African Union and the United Nations, so as to implement this plan.
 
This visit offers us the occasion to closely have an idea on the process of the Saharawi people struggle for self-determination, as well as to transmit you the experience of the Mozambican people struggle.

Ladies and Gentlemen,

The Republic of the Mozambique lives an atmosphere of peace and stability since the signature of the General Accord of Peace last October the 4, 1992.

Since peace and stability were back to Mozambique, our efforts focussed particularly on the strengthening and deepening of democracy, national unity, struggle against extreme poverty, against endemic diseases such as VIH/AIDS, malaria and tuberculosis, as well as on lasting economic and social development.

Last December the 1st and 2nd the third general elections in our history took place in the Republic of Mozambique in an atmosphere of peace and harmony. We are waiting now for the announcement of the results, expected within the few coming days. But I can guarantee you that the partial results gave comfortable victory to the Frelimo Party and its candidate Armando Emilio GUEBUZA.

These elections followed, however, the second municipal elections that took place last November the 19th 2003, and who took place in 33 city and community and in which the Frelimo Party won the majority of the municipalities, 28 in total.

Always within the framework of the strengthening of democracy, the State of Law and the national unity, the Parliament approved the new Constitution of the Republic of the Mozambique last November the 16.

On the economic level, the Republic of the Mozambican lives a positive development despite of the problems of drought and other calamities. In 2003 the growth rate of the GDP in Mozambique reached 7 PC. The rate of poverty in our country decreased 15 PC during these last five years.

It is with satisfaction that I accept the decoration that I just received from His Excellency Mister President Abdelaziz, on behalf of the people and the government of the Saharawi Arab Democratic Republic.

I dedicate this award to the noble people of Mozambique, whom I consider as the appropriate consignee of this medal.
 
Let me assure you, Excellency, and through you to the brotherly people of the Saharawi Arab Democratic Republic that I would do my best to honour this distinction.

In January 2005, my mandate as President of the Republic of Mozambique would expire. But I would like to tell you that my successor would know how to give the same attention to the question of the decolonisation of Western Sahara.

And I would not end my intervention without renewing my most sincere thanks for the reception and warm hospitality you reserved us.

Let me hope:
-    A good health to his Excellency, President Mohamed Abdelaziz,

-    The strengthening of friendship and solidarity between the Republic of the Mozambique and the Saharawi Arab Democratic Republic,

-    The achievement and strengthening of peace, stability and progress in Africa and in the entire world,
 
-    Health to all the present here
