General Information: Personal Property Tax Relief Act (PPTRA) Summary
The Personal Property Tax Relief Act (PPTRA) provides tax relief to citizens and their families on the personal property taxes paid on the first $20,000 of value for qualifying vehicles.
The Commonwealth fully reimburses localities for the car tax relief provided to citizens under PPTRA for tax year 1999 and beyond. Localities submit reimbursement requests to the Commonwealth, and are paid according to the amount of tax relief provided to citizens in each jurisdiction.
In tax year 2001, taxpayers received a 70% reduction. The percentage of tax relief for tax year 2002 will remain 70%, as set forth in House Bill 29. In addition, the percentage of tax relief will remain at the 70% level during tax years 2003 and 2004, as required by House Bill 30.
As of July 2002, the Commonwealth had returned more than $ 1.9 billion in personal property tax relief to Virginia taxpayers.
