Worldwide Travel Caution Issued In light of the statement released by Usama Bin Ladin on November 12, 2002, the Department of State released a Worldwide Travel Caution on November 20, reminding Americans that U.S. citizens and interests remain at increased risk of terrorist attacks, including by groups with links to Usama Bin Ladin's Al-Qaida organization.
