Russian-American consultations were held regarding the publication of documents related to the development of Soviet-American relations.

U.S.-Japan consultations were held on December 16, 2002, to address security and alliance issues facing the U.S. and Japan in the new security environment after the terrorist attacks, as well as other aspects of the relationship.

The Department of State released Foreign Relations, 1969-1976, volume IV, Foreign Assistance, International Development, Trade Policies, 1969-1972 on December 16. This volume contains documents from the first Nixon administration.

Ambassador Roger F. Noriega's remarks to the Center for Strategic and International Studies on extending democracy in the Americas.
