| | Planning and PerformancePlanning, performance, and accountability are closely related to the formulation and implementation of funding requests and are carried out by means of:
-- The U.S. International Affairs Strategic Plan establishes a comprehensive framework for U.S. foreign policy goals. -- The Department of State Strategic Plan defines the State Department's mission and roles in achieving the goals set out in the International Affairs Strategic Plan. -- The Department of State Performance Plan specifies the performance outcomes that the Department aims to accomplish, along with how the Department will do it and how the Department will document the results. -- The Department of State Program Performance Report documents the Department's fulfillment of performance goals as set out in the Performance Plan. -- The Accountability Report consolidates the reporting mandated by several laws that have historically required separate reports to the President and the Congress. It is designed to present the Department's most significant accomplishments as the lead U.S. foreign affairs agency. -- The Remediation Plan fulfills the State Department's statutory reporting requirement under the Federal Financial Management Improvement Act of 1996. FFMIA requires an agency to submit a Remediation Plan when the agency's financial systems are not in substantial compliance with Federal accounting standards, the U.S. Government Standard General Ledger at the transaction level, or Federal financial management systems requirements. -- The Department's Inventory of Commercial Activities (FAIR Act Inventory) is issued as part of the Federal Government's competition and privatization efforts. The FAIR Act directs Federal agencies to issue each year an inventory of all commercial activities performed by Federal employees, e.g., those activities that are not inherently governmental. | | Highlights | FY 2001 Program Performance Report The State Department is America's first line of offense.
