The Office of the United States Trade Representative (USTR) was
created by Congress in 1962 and authorized to negotiate trade agreements
for the United States. In 1974, Congress established the office
as a Cabinet-level agency within the Executive Office of the President
and gave it additional powers for coordinating trade policy. The
U.S. Trade Representative is Robert Zoellick.
USTR maintains a 24 person office in Geneva to represent the United
States at the World Trade Organization (WTO), and to participate
in the international trade negotiations which take place in Geneva.
It is also responsible for discussions on trade and negotiations
on internationally traded commodities in the framework of UNCTAD
(UN Conference on Trade and Development). The office is headed by
Ambassador Linnet F. Deily, Deputy U.S. Trade Representative and
the U.S. Permanent Representative to the World Trade Organization.
The USTR office is not located in the same building as the U.S.
Mission, but in the "Botanic Building" near the WTO.
