GH (Global Health) / EGAT (Economic Growth, Agriculture and Trade)

The Strategic Planning and Program Intern will work under the direction and general supervision of the Director of the Office of Strategic Planning, Budgeting and Operations (SPBO) for Bureau of Global Health (BGH). The Intern will be assigned to participate in discrete activities for the BGH, in the policy and program areas of family planning/reproductive health, maternal/child health, HIV/AIDS and other infectious diseases. The Intern will support both daily and long-term planning, program and operational functions of the Bureau. The Intern will perform a variety of both complex analytical and programmatic duties as well as do routine administrative/logistical type of duties. In this fast paced Office, the Intern will be required to handle tasks simultaneously and will have to rank tasks in order of importance and impending deadlines.

Work Responsibilities

Based on a work plan developed by the Intern in consultation with the SPBO Office Director, the Intern will conduct a variety of tasks such as the following:
  • Provide policy, programmatic, logistical and administrative support for special events such as technical briefings, presentations and training sessions, as sponsored by the BGH/SPBO team or required by the senior management team.
  • Provide programmatic, agenda and logistical support for meetings with visiting dignitaries, representatives of congressional committees, other donor and collaborating agencies, and/or USAID field officers.
  • Help organize and participate in relevant strategic planning and policy meetings for the BGH Annual Budget Submission. Provide background research and trend analysis in the sector, identify issues and concerns for senior discussion, help organize meetings and materials and then document as appropriate for final management decision-making.
  • Research sector issues, draft materials, prepare graphic or other presentational materials for correspondence, congressional testimonies, congressional inquires, and speeches for BGH senior staff. Participate in congressional, technical or other relevant meetings. Conduct legislative analysis as it relates to the sector and/or USAID funding in the health sector.
  • Draft and/or edit and format Bureau documents such as correspondence, technical reports, congressional taskers, policy papers and guidance, and budget documents.
  • Collect, organize copy ready material, make arrangements for duplication, and distribute materials as requested.
Qualifications

The Intern should have the following training and skills:
  • Some University-level training in international studies, health policy or related areas
  • Analytical and research skills and experience.
  • Proven writing and communication skills
  • Computer literacy in WORD, EXCEL and Power Point, and internet and e-mail applications.
  • Experience in database management and spread sheet manipulation
  • USAID security clearance.

M (Bureau for Management)

The Program Management Office in the Management Bureau (M/PMO) is currently seeking a student volunteer for the Summer of 2003.

The Program Management Office (PMO) is responsible foreffective headquarters support and guidance to the Business Transformation Executive Committee (BTEC) which is chaired by the Deputy Administrator and comprised of Assistant Administrators and various office directors. It is supported in the Management Bureau, which has responsibility for support of all missions with Financial, Human Resources, Procurement, Information Resources, and Administrative as well as Travel services.

PMO is seeking a candidate to provide general support to the office and our overseas’ Missions. Examples of tasks/assignments the position entails:
  • Field public inquiries on USAID’s management programs throughout the world.
  • Respond to inquiries from PMO’s pilot program Missions throughout the world.
  • Review of current and planned administrative policies and programs
  • Assistance in preparing summaries, evaluations, and recommendations for action relating to U.S. assistance.
  • Work with overseas Missions and Washington staff on strategies for international management and IT-driven solutions for Finance, Human Resources, Procurement, Information Resources, and Administration.
  • Participate and assist in organizing meetings within USAID and other U.S. government agencies like Department of State concerning foreign aid delivery integration. For example, one area of integration is Enterprise Architecture between USAID and Department of State using possibly a White House OMB model.
  • And other ad-hoc assignments that provide general support to the PMO office
Preferred Candidate Qualifications:
  • General background and understanding of International Business: both public and private sectors.
  • General understanding of U.S. foreign policy objectives.
  • General knowledge of U.S. government agencies and policies.
  • Excellent written and communication skills.
  • Strong computer skills, with a computer sciences educational emphasis
  • Flexibility to deal with the number of pressing issues that arise working in fast-paced, high profile government office.

The Office of Human Resources, Learning Support Division (M/HR/LS) is currently seeking a student volunteer for the summer of 2003. The Learning Support Division of USAID manages the majority of the Agency training programs.

The Learning Support Division manages and has developed all types of training including New Entry Training, Leadership and Executive, Project Management, Cognizant Technical Officer Certification Program, Supervision, Financial Management, Advanced writing skills etc. This Division is responsible to maintain the high level of training of all Agency employees.

M/HR/LS is seeking a candidate to provide general back-stop support to the LS Division:

Examples of tasks/assignments that a student volunteer might be asked to perform:
  • Research topics and LS concerns as they arise.
  • Participate and assist in organizing meetings within USAID. Provide a summary record of the subsequent meeting.
  • Provide short writing assignments, as determined.
  • Update the certified CTO Oracle database with AID/W rosters. Run necessary reports.
  • Check on ongoing training programs in the RRB, and provide logistic support as needed.

PPC (Bureau for Policy and Program Coordination)

The Center for Development Information and Evaluation (CDIE) within PPC is seeking a summer intern to support development and maintenance of its Online Presidential Initiative Network (OPIN) system. Along with other development partners, USAID is playing a key role to implement more than a dozen Presidential Initiatives to support sustainable development worldwide. All USAID field missions (and select Washington operating units) enter key data into a web-based survey form and quarterly progress reports are generated by OPIN’s resident database. These progress reports will be used by Agency senior management and by other US government officials to assess progress and to provide prompt feedback to the White House. Interns support is needed to:
  • Collect and review Presidential Initiative background materials;
  • Assist in the quality control of OPIN data;
  • Help ensure that OPIN data is received in a timely manner;
  • Train data responders, as needed, on how to use OPIN;
  • Help prepare quarterly reports; and,
  • Review and select submitted “success stories’ that best highlight Presidential Initiatives.
Qualifications:
  • University-level training in one of the social sciences (preference given to majors in international relations);
  • Solid research, analytic, and computer skills;
  • Good understanding of U.S. foreign policy objectives;
  • Flexibility to work on a number of tasks in a fast-paced environment; and,
  • Results-oriented, detail-focused person with excellent written and communication skills.
