AUTHORITY: Unified Land Development Code Section 4.1.
COMPOSITION: The Board of County Commissioners is appointed
on a district basis through elections.
MEETINGS: The Commission shall meet at regular intervals to
be determined by it and at such other times as the chairman or Commission may determine.
All meetings shall be open to the public. Meetings to be held on the fourth Thursday of
each month at the Jane Thompson Memorial Chambers, Governmental Center, 301 North Olive
Avenue, 6th floor, West Palm Beach, commencing at 9:30 a.m.
FUNCTIONS: To initiate, hear, consider and approve with
conditions, or deny applications to amend the text of the Comprehensive Plan; for Site
Specific (Future Land Use Map) amendments to the Future Land Use Map of the Comprehensive
Plan; for Transfer of Development Rights and Voluntary Density Bound Programs; for
development permits to amend the text of this Code; for development permits to amend the
Official Zoning Map of this Code; for development permits for Preliminary Development
Plans for a Residential Planned Unit Development (RPUD), Traditional Neighborhood
Development District (TND), Neighborhood Center Planned Development (NCPD), Mixed Use
Planned Development (MXPD), Multiple Use Planned Development District (MUPD), Planned
Industrial Park Development District (PIPD), Mobile Home Park Planned Development District
(MHPD), Recreational Vehicle Park Planned Development District (RVPD), and Solid Waste
Disposal Planned Development District (SWPD); for development permits for Class
"A" Conditional Uses; to hear and consider appeals from and affirm or reverse
decisions of the Zoning Commission on applications for development permits for Class
"B" Conditional Uses; to designate and appoint hearing officers to make
decisions as the Board may deem appropriate; to establish fees for the review of
applications for development permits, and appropriate funds to defray the costs of
administering this Code; to act to ensure compliance with development orders or permits as
approved and issued; to hear and consider administrative inquiries; to take such other
action not delegated to the Land Use Advisory Board, the Zoning Commission, the
Development Review Committee, the Board of Adjustment, the Traffic Performance Standards
Appeals Board, the Environmental Control Board, the Environmental Ordinance Appeals Board,
the Development Review Appeals Board, the Impact Fee Review Committee, the Impact Fee
Appeals Board, the Environmental Appeals Board, the Code Enforcement Board, the
Groundwater and Natural Resources Protection Board, the Hearing Officer, or the heads or
other officials of County Departments, as the Board of County Commissioners may deem
desirable and necessary to implement the provisions of the Comprehensive Plan and this
Code; and to appoint other advisory boards that are determined necessary to assist in the
implementation of this Code or the Comprehensive Plan.
