Heating Assistance Program (HAP)

HAP Emergency Regulations Notice

The filing deadline for the State's Heating Assistance Program (HAP) is Wednesday, April 30. Applications must be date stamped by a public assistance office by April 30, postmarked by April 30, or received on the HAP fax in Juneau before May 1.

The purpose of the Heating Assistance Program is to help low-income households with home heating expenses. Both homeowners and renters may apply for this program which is funded by the federal Low-Income Home Energy Assistance Program (LIHEAP) Block Grant.

Eligibility for the program is based on your household's income and documentation that you pay for home heat, either directly, or indirectly through rent. Household income consists of income, before deductions, received during the calendar month prior to the month you apply.

An average of the prior 12 months income is used for self-employed and seasonal occupations. Use the following chart to help you decide if you should apply for the 2002- 2003 winter season:

For each additional household member add $481.

To be eligible, your household must also be paying for home heating needs either directly, or indirectly through rent. However, if you participate in a subsidized rental housing program that pays all of your home heating costs to within $200, you are not eligible. The program runs from November 1 through April 30. Households with elderly or disabled members may apply from September 1 through April 30. If your household is eligible you will receive one Heating Assistance grant during this period.
