The Ministry of Civil Aviation and Tourism, through the U.S. Trade and Development Agency, invites proposals from qualified U.S. firms to provide technical assistance to develop a strategic business plan for Ariana, the national airline of Afghanistan. The deadline is October 27, 2003.

Kabul-Doshi Road Repairs to Start
September 22, 2003

Repair work for the Kabul-Doshi Road, part of the World Bank's Emergency Transport Rehabilitation Project, has begun. This critical route through the Salang Pass will be largely completed by the end of October 2004.

Afghanistan Industrial Capacity Building Initiative
September 18, 2003

The U.S. Trade and Development Agency announced an initiative to help support the private sector in Afghanistan. This will include needs assessments of infrastructure and resources that are expected to lead to technical assistance and feasibility studies. A team of experts that will evaluate the construction materials sector is expected to go to Afghanistan in October.

Afghanistan Adopts Banking Law and Grants First Licenses to Foreign Banks
September 17, 2003

President Karzai signed new commercial and central banking legislation that will help improve conditions for foreign investment. Afghanistan granted the first operating licenses to three foreign banks: UK-based Standard Chartered Bank, the First MicroFinance Bank of Afghanistan (majority-owned by the Aga Khan Fund for Economic Development), and the National Bank of Pakistan. Standard Chartered hopes to open a branch in Kabul soon. The legislation, which will be posted on this Web site, includes requirements for obtaining a license such as a minimum capital of $5 million.

Afghanistan Uses Reconstruction Trust Fund to Address Priorities
August 6, 2003

The World Bank, as administrator of the Afghanistan Reconstruction Trust Fund, signed agreements this week for three new projects designed to help new projects to help improve the country's telecommunications system; repair roads and drainage systems, and provide credit and other financial services to low-income people.

U.S. Proposes $1 Billion Aid Package
July 28, 2003

The Bush Administration will soon propose a $1 billion package to accelerate reconstruction activities in Afghanistan. This will fund infrastructure projects such as highway and school construction, as well as police training and programs to help women enter the workforce.
