Cambodia Quick Impact Projects

On behalf of the Office of the United Nations High Commissioner for Refugees (UNHCR), World Learning promotes the sustainable reintegration of Cambodian refugees returning from the Thai border. To expedite the reintegration of returnees, UNHCR desires to coordinate and fund cross-sectoral Quick Impact Projects (QIPS) as part of the Cambodian Voluntary Repatriation Operation. QIPS target selected villages or areas with significant concentrations of returnees and where housing and other infrastructure were looted, damaged, or destroyed as a result of fighting. Community-based QIPS assistance focuses on the provision of safe drinking water, the rehabilitation of war-torn infrastructure, and income generation activities. Assistance is provided through grants to local and international NGOs, United Nations agencies, and other international organizations. Community participation and input is a requirement for receiving a grant.

World Learning is responsible for the overall management of the project, including collaborating with UNHCR in conducting needs assessments and other problem analysis surveys; identifying potential sub-grantee organizations and soliciting proposals from these organizations; managing the proposal application and review process; and administering grants.

During the initial six-month start-up phase, all administrative procedures were designed including the grant application form and process, grant and contract agreement formats, narrative and financial reporting procedures and formats, and monitoring procedures. Though there were very few returnees during this period, the first grant was given to provide three wells for some who did return. Phase II of the project will occur in 1999, when significant numbers of refugees are expected to return to Cambodia.
