Madrid Donors Conference
Spokesman Richard Boucher (Oct. 9): "In the core group, the European Union, the United States, Japan, the United Arab Emirates, World Bank, UN and International Monetary Fund...(is) a very broad and I think important constituency that's preparing for this conference and preparing for the contributions they can make to the reconstruction of Iraq." Weapons of Mass Destruction
Secretary Powell's Washington Post Op-Ed on the Kay Report (Oct. 7): "The interim findings of David Kay and the Iraq Survey Group make two things abundantly clear: Saddam Hussein's Iraq was in material breach of its United Nations obligations before the Security Council passed Resolution 1441 last November, and Iraq went further into breach after the resolution was passed." Changing Minds, Winning Peace
The Advisory Group on Public Diplomacy for the Arab and Muslim World has released a report on a "new strategic direction for U.S. public diplomacy in the Arab and Muslim world." [report; press release]

Two panda bears, Le-Le and Ya-Ya, left China last April via a special Federal Express flight, The Panda Express, for their new home at the Memphis Zoo. Ambassador Clark T. Randt Jr. and two children from the U.S. Embassy in Beijing attended the farewell ceremony at Beijing Capital Airport. Le-Le and Ya-Ya were born in captivity and are now leased from the Chinese Association for Zoological Gardens. The association uses the money to protect pandas in the wild.

USAID Administrator Andrew Natsios recently briefed the press on reconstruction activities in Iraq.
