The Overseas Security Advisory Council (OSAC) was established in 1985 by the U.S. Department of State to foster the exchange of security related information between the U.S. Government and American private sector operating abroad. Administered by the Bureau of Diplomatic Security, OSAC has developed into an enormously successful joint venture for effective security cooperation. Through OSAC, the American private sector, including colleges and universities, is provided timely information on which to make informed corporate decisions on how best to protect their investment, facilities, personnel and intellectual property abroad.

The Rewards for Justice Program is one of the most valuable U.S. Government assets in the fight against international terrorism. Under this program, the Secretary of State may offer rewards of up to $5 million for information that prevents or favorably resolves acts of international terrorism against U.S. persons or property worldwide. December 1, 2003. NIGERIA. Commonwealth Heads of Government Meeting (CHOGM)
The Nigerian capital, Abuja, will host more than 50 Heads of State at the Commonwealth Heads of Government Meeting, which will run from 1 to 14 December. Be aware that accommodations in Abuja are already scarce during this period, as well as during the two weeks leading up to the meetings. Nigeria last hosted this annual meeting in 1966.  

December 2, 2003. SENEGAL. Second Energy Summit in Africa
The 2nd Energy Summit in Africa (D-SEA) will be held in Dakar on 2-3 December 2003. D-SEA is airmed towards senior and high level African managers, and will also be of interest to senior managers in other countries interested in the problems of energy in Africa. The challenges of the oil, gas and electricity sectors pose major problems and D-SEA will try to give practical solutions to those challenges. Ministersof energy will be invited to speak, as well as key personalities in the energy sector. D-SEA is sponsored by the Senegal Ministry of Mines, Energy and Hydraulics, in collaboration with the French Petroleum Institute (IFP) and ENSPM Formation Industries.  

December 5, 2003. VIETNAM. Southeast Asian Games
The 21st Southeast Asian Games open in Hanoi and Ho Chi Minh Sity. The games will last until December 13.  

December 6, 2003. SWITZERLAND. World Summit on the Information Society (WSIS)
The World Summit on the Information Society (WSIS) is scheduled to meet in Geneva, Switzerland in early December. It has been reported that all of the major hotels in the Geneva area are fully booked between the dates of December 6-14, 2003.  

December 10, 2003. AFGHANISTAN. Start of Constitutional Loya Jirga
Afghanistan's interim government will convene a grand council to discuss and ratify the proposed constitution for the new government.  

December 14, 2003. RUSSIA. Parliamentary Elections
Parliamentary elections will be held on 14 December 2003 in Russia.  

December 14, 2003. TOGO. Local Elections
Elections for new Municipal and Prefectural Councils will be held on 14 December. These will be the first local elections in Togo in 18 years, and will be held only 5 weeks from the date of their announcement. The principal opposition parties, led by the UFC, have confirmed that they will not participate, absent a national dialogue about the political climate. The opposition claims irregularities that occurred in the June 2003 Presidential Elections will recur in the December polls.  

December 20, 2003. EUROPEAN UNION (EU) AND LATVIA. EU Referendum in Latvia
Latvia will hold a referendum to vote on European Union (EU) accession.  

December 21, 2003. GUINEA. Presidential Elections
President Lansana Conte, who is suffering from failing health, has said he will run for a third term in office. Former prime minister Sidya Toure has announced plans to challenge Conte.  

December 21, 2003. RUSSIA.
Parliamentary elections.
