SUBCONTRACTING


FAR l9.704 and FAR 52.2l9-9 prescribe the elements for a Subcontracting Plan, and either or both might be included in solicitations and contracts where the Contracting Officer has determined there are subcontractable components to a requirement.

FAR 52.244 authorizes the Contracting Officer to approve, prior to use, the prime's subcontractors. Many times primes propose subcontractors by name and intended utilization in responses to solicitations; other times primes determine subcontractors after a contract is in place.

At the request of the Contracting Officer, OSDBU/MRC reviews proposed Subcontracting Plans, and determines and recommends their acceptance or rejection to the Contracting Officer. In determining a proposed Plan acceptable or not, OSDBU/MRC considers the Plan's compliance with the FAR, and the offeror's past performance in implementing prior Subcontracting Plans.

OSDBU/MRC manages USAID's Subcontracting Monitoring System, which focuses on an offeror's/awardee's reporting of subcontracting achievement toward goals expressed in an accepted/approved Subcontracting Plan. The System is also employed as a tool to counsel USAID "customers" about export opportunities for goods and services with USAID "development partners."
