Strategic Technical Assistance for Results with Training (START)World Learning's Strategic Technical Assistance for Results with Training (START) Indefinite Quantity Contract (IQC), awarded in August 2001, is used by USAID Missions and Bureaus as a mechanism to obtain participant training support services, U.S. or third-country placement, in-country and follow-on interventions, program monitoring, impact evaluation, and technical assistance. The World Learning team includes subcontractors The Africa-America Institute, AMIDEAST, The Institute of International Education, Development InfoStructure, and Partners International. As the prime contractor of this three-year IQC, the successor to World Learning’s Global Training for Development (GTD) IQC, World Learning works with its subcontractors to design and deliver training programs on behalf of USAID Missions and offices worldwide. World Learning coordinates with subcontractors to provide the necessary staff and implementation services. Specific activities provided under the IQC include: planning for training; selection and preparation of participants; training program implementation; follow-on training; evaluation and reporting of training impact; long-term academic placement and support; pre-packaged training programs; participant monitoring; distance learning technology and pedagogy in support of training; entrepreneurs international program activities to develop entrepreneurial and managerial skills; training for crisis and conflict prevention to address threats to peace and stability; small grants administration to ensure application of acquired knowledge and skills. In January 2002 the START-Caucasus contract was signed to administer training services to the USAID missions in Azerbaijan and Georgia.
