Private Voluntary Organizations' Initiative for the New Independent StatesWorld Learning managed one of the first programs to develop and support effective civil society organizations in the post-Soviet New Independent States (NIS). In seeking to support, strengthen, and sustain NGOs in the wake of the Soviet Union's collapse, World Leraning fostered productive relationship between NGOs in the NIS and the U.S. World Learning awarded grants to 42 U.S. NGOs from 12 states to deliver badly-needed services to the NIS quickly. Specific grantee activities included supporting public policy and issue education campaigns; providing strategies and both start-up and on-going assistance to media networks that link democracy activists; conducting training and thematic workshops for nascent advocacy groups; assisting legal organizations in their analysis and dissemination of existing and proposed legislation at local, national, and regional levels; and organizing sectoral and cross-sector workshops to bring together media, NGOs, and government officials to address public policy issues. In addition, World Learning fostered volunteerism in the NIS by assisting the development of public policies to encourage the growth of NGOs, developing organizational and administrative skills among NGO managers, and improving fundraising skills of new NGOs. By the project's end, World Learning had administered 46 grants totaling $19.2 million. Even after the close of all subgrants, more than 80% of partnerships established have continued as actively-funded relationships or have maintained productive contact through email, training, or other cooperative ativities. The PVO/NIS project has been one of World Learning's most diverse, complex, and fruitful undertakings.
