Democracy Fellows ProgramBy providing field experienced professionals committed to careers in democracy and governance to USAID Missions and Bureaus, World Learning's Democracy Fellows Program (DFP) assists USAID with advancing democratic practices in emerging and transitional democracies. In this USAID-funded activity, World Learning identifies, screens, nominates, recruits, and places U.S. fellows in renewable one-year assignments in USAID's Washington bureaus and field missions. World Learning administers between twelve and fourteen Democracy Fellowships each year. Each fellowship is intended to support USAID democracy and governance programs in Washington, D.C. or overseas. Beyond identifying, recruiting, screening, selecting, and nominating
junior, mid-level, and senior fellowship candidates, and negotiating
suitable assignments for the selected fellows, World Learning oversees
each fellowship throughout its term and provides overall management
and direction to the program. World Learning awards democracy fellowships
based on the particular needs and requirements of the sponsoring USAID
Mission or office, and on the specific candidate's abilities, experience
and professional qualifications. Fellowship assignments may include
working with USAID democracy and governance teams; providing policy
analysis and expert advice to USAID; helping USAID to strengthen the
capacities of local governments and democratic groups; helping to implement
USAID projects to increase electoral and political participation; supporting
USAID human rights and rule of law activities; aiding USAID-supported
legal, judicial and legislative reforms; carrying out USAID's decentralization,
legislative and governance initiatives; helping to develop USAID democracy
strategies, evaluation methods and indicators; providing technical comment
on USAID plans and activities; accomplishing practical research of benefit
to USAID; and similar activities. As of January 2002, World Learning
had awarded 39 initial fellowships and 55 fellowship extensions, placing
Democracy Fellows in a variety of assignments in Washington, D.C., and
11 countries. USAID awarded World Learning a multi-year extension to
continue the DFP through mid-June 2005, giving the program a full 10-year
span.
