Global Training for Development

In 1996 World Learning was awarded an indefinite quantity contract (IQC) to implement Global Training for Development (GTD), a global program offering specialized training to participants in USAID-funded activities around the world. GTD was built on the success of its predecessor, managed by Partners for International Education and Training (PIET). From 1982 to 1997, the PIET consortium, under contract to USAID, arranged training programs for over 37,000 participants from 143 countries. Under GTD, World Learning and its partners - The Africa-America Institute, The Asia Foundation, Amideast, and Development InfoStructure - worked with USAID Missions and Bureaus to provide integrated participant training support services, U.S.-based or third country placement, in-country and follow-on interventions, program monitoring, impact evaluation and technical assistance. Professionals who participated in the program were selected by USAID for their potential to achieve results in their businesses and organizations, thereby contributing to the achievement of USAID's overall strategy for a particular country or region. The participants were generally mid- to upper-level professionals who worked in all sectors - public, private, and nonprofit. They were trained, individually and in groups, in both short- and long-term programs.

An example of World Learning's work under GTD was in Central Europe, where it managed TRANSIT-Europe, originally called the Participant Training Project for Europe, through its offices in Albania, Bosnia-Herzegovina, Bulgaria, Croatia, Macedonia, and Romania.World Learning identified and trained civic leaders to address the development challenges in rebuilding the newly established democracies throughout the region. When TRANSIT closed in late 2001, 13,294 mid-and senior level professionals had received training under the program. Under the Strategic Technical Assistance for Results With Training (START) IQC, World Learning was awarded in October 2001 a new participant training contract entitled Participant Training Program-Europe.

Since 1996, World Learning and its regional partners have used the GTD mechanism to administer participant training activities on behalf of USAID Missions in Central and Eastern Europe as well as in Burundi, Ecuador, Eritrea, Ghana, Guinea-Bissau, Haiti, Honduras, Kenya, Malawi, Mali, Nigeria, Oman, Panama, Senegal, West Bank and Gaza, Yemen, and Zimbabwe.
