Initial Funding Mechanisms to Implement Critical Areas of the President's Emergency Plan for AIDS Relief

As of World AIDS Day, December 1, 2003, the U.S. Government had announced several central funding mechanisms to implement key topical areas of the President's Emergency Plan for AIDS Relief, pending the availability of funds.

A variety of mechanisms are being used to address several critical activities as appropriate for different activities. The U.S. Agency for International Development (USAID) will manage new Annual Program Statements for orphans and vulnerable children and behavior change through abstinence and being faithful. The U.S. Department of Health and Human Services (HHS) will manage new Requests for Application for providing care and anti-retroviral therapy for HIV-infected persons and prevention activities through safe blood programs. Funds for a Cooperative Agreement for the establishment of a Twinning Center to support twinning and volunteer activities as part of the implementation of the President’s International Mother and Child HIV Prevention Initiative will be awarded jointly through HHS/Health Resources and Services Administration and USAID.

HIV/AIDS Prevention Through Abstinence and Behavior Change for Youth

The goal of the “HIV/AIDS Prevention through Abstinence and Behavior Change for Youth” (AB/Y) Annual Program Statement is to expand and strengthen primary prevention efforts under the President’s Emergency Plan for AIDS Relief. Specifically, it calls for proposals to expand activities supporting abstinence and safer behavior for youth.

Support to Orphans and Vulnerable Children Affected with HIV

This Annual Program Statement targets programs to increase care and support to orphans and other vulnerable children (OVC) and adolescents affected by HIV in the one or more of the 14 presidential Initiative countries.

Rapid Expansion of Antiretroviral Therapy Programs for HIV-Infected Persons in Selected Countries in Africa and the Caribbean Under the President's Emergency Plan for AIDS Relief

The primary purpose of this funding announcement is to rapidly expand ART for low-income HIV-infected persons. An additional intent is to develop sustainable indigenous capacity to continue these programs after the project ends.

Rapid Strengthening of Blood Transfusion Services in Selected Countries in Africa and the Caribbean for the Ministries of Health and National Transfusion Services Under the President's Emergency Plan for AIDS Relief

The purpose of this announcement is to rapidly provide support to Ministries of Health and National Transfusion Services in the 14 targeted countries, with the goal of developing and implementing a national safe blood program in each country with demonstrable results even within the first year of President Bush’s Emergency Plan.

Providing Technical Assistance Support for the Rapid Strengthening of Blood Transfusion Services in Selected Countries in Africa and the Caribbean Under the President's Emergency Plan for AIDS Relief

The purpose of this announcement is to provide support to organizations able to offer expert guidance and technical assistance to Ministries of Health and the National Transfusion Services in the 14 targeted countries on the development and implementation of a national safe blood program.

Cooperative Agreement for a Twinning Center

The goal of the twinning center is to strengthen human and organizational capacity through twinning and healthcare volunteers to rapidly expand the pool of trained providers, managers, and allied health staff delivering quality HIV/AIDS services to HIV-infected pregnant women and HIV-exposed infants in 14 target countries.
