Defense Trade (D-Trade) Electronic Licensing System Web-Based Training: DDTC will host two live web seminars to assist users on filing form DSP-5 and Technical Assistance Agreements (TAA), as well as to provide an overview on digital certificates and user management. Electronic Critique (Customer Service Survey): DDTC recognizes its responsibility to provide the finest service possible at all times, and plans to develop a Customer Service Plan that explains its mission and the services provided. We also will survey the community DDTC serves in terms of fulfillment of the Plan. More information about the Customer Service Plan and the Survey will be forthcoming. DDTC Resources and Renovation: DDTC is making room for additional human and material resources so that we may better serve our customers. As a result, DDTC offices are currently undergoing extensive renovations, necessitating the relocation of many officers and office equipment. We expect construction to be completed by the end of the year. We appreciate your understanding if delays in addressing normal business occur during this period of time.
A Message from the Managing Director Regarding Requests for DDTC Speakers:
I am grateful and pleased by the very high interest you have for DDTC speakers at your organization's events. Our interface with you is a top priority, but unfortunately not one that we can completely meet today. The balance between case processing/compliance and outreach is a delicate one; presently, the more officers we send out for speaking engagements, the less time there is available to spend on individual license cases. As a result, I will personally make the resource application decisions regarding speakers. For now, your requests for three or four DDTC speakers for your event will most likely be met by at the most one or two speakers. In the near future, we intend to be better staffed to meet a greater number of your requests. Please e-mail all requests for DDTC speakers to DTCP-Speakers@state.gov, and address your request to Ann K. Ganzer, Director for Defense Trade Policy. We will respond within three workdays. Please keep in mind logistical requirements (making arrangements, travel time, etc.) when making speaker requests. Thanks for your understanding.
Expansion and Enhancement of Electronic Licensing: The Directorate of Defense Trade Controls (DDTC) administers a rapidly expanding program featuring a fully electronic ("paperless") arms export license application submission and review process. Since March 2003, DDTC has processed hundreds of "live" license applications. On January 15, 2004, we plan to have significantly enhanced functionality, to include 1) Easy-to-use, multi-purpose PKI protection, and 2) Batch processing to facilitate the submission process. By summer 2004, we anticipate having a new, fully operational computer system, to include virtually the full range of license and agreements processing, electronic registration, and other export compliance features. By that time, we anticipate handling hardcopy export requests only on an exceptional basis. We recognize that training for users of this new system is very important. Therefore, plans are being reviewed to address questions and provide guidance through a variety of media. DDTC is inviting interested exporters to join the program at this time. If you are a defense trade registrant and this exciting endeavor is of interest to you, please review and submit the "Participants Letter" as a means to request DDTC approval to participate. Munitions License Review Times: The median review times for FY 2003 were 8 days for non-staffed authorization requests (the large majority of all authorizations) and 48 days for other authorizations subject to formal coordination with other USG agencies or offices.
