Secretary Powell (Jan. 20): "We all remain committed [to] the 15 November agreement with the desire and the goal and the deadline we put before ourselves of having an interim government in place by the 30th of June, but recognizing that that is not the end of the process; it is really just sort of halfway into the process of full elections for the democratically elected assembly and a government that comes from that assembly, and a constitution that will be ratified by the Iraqi people. Secretary Powell on "We Have a Dream" television special: The most important thing to teach children is "To be responsible for their actions, to believe in themselves, to believe in the importance of family . . . and to believe in this country that they are citizens of."

The U.S. Department of State will honor the Marshall Legacy for its help in raising money for the donation of six landmine-detecting dogs for Sri Lanka.

New Commission for Assistance to a Free Cuba has been established by President Bush and is chaired by Secretary Powell.
