Interactive Tool for Development Planning - Threshold 21 (T21)

The Threshold-21 tool was developed by the Millennium Institute (MI), Arlington, Virginia, U.S.A. It is a simple and poweful tool that can be used to assist field offices in furthering ICPD and relate MDG goals for enhanced advocacy and planning relating population, reproductive health/family planning, gender, HIV/AIDS and poverty reduction impact. The T-21 tool is user-friendly, analytical and computer-based. It integrates the three major components of development: the economic, socio-cultural and environmental. The tool simulates the expected consequences of alternative policies and programs for periods up to 20 years. The tool is transparent, and provides understanding of and validity for the policies and programs behind the outcomes.
