As a means of achieving the goals of the ICPD
Programme of Action, the European Union has been active in building
partnerships with civil society. Its selection of UNFPA
as a key partner since 1997 is a testament to UNFPA’s capacity
to carry out the ICPD vision.

Initiative for Reproductive Health in
Asia (RHI) — For the
RHI, the first large-scale initiative
in the area of population in which the EU partnered with
civil society, the EU selected UNFPA as a partner to provide
efficient
management of the programme. Country-level meetings were
held to select the focus in each country, which included
adolescent reproductive health, community-based
RH services, and
quality RH services - with emphasis on clinical contraception
in under-served urban areas. The programme was launched
in 1997 and is now in its second phase, the RHIYA.

Reproductive Health
Initiative for Youth in Asia (RHIYA) — The RHIYA
continues the successful collaboration between the EU, UNFPA,
European
and
local NGOs
towards improving the sexual and reproductive health of the
most vulnerable populations in South and South East Asia.
This
3-year Programme focuses
exclusively on improving the reproductive and sexual health
of youth and adolescents (ASRH), with an emphasis on gender
equity. It aims for the creation of a supportive
environment for addressing ASRH issues through community participation
and ownership, advocacy, government involvement, and the sharing
of knowledge and information. The EU has committed €18.5 million,
with UNFPA and partner NGOs each contributing an additional €1.85
million.

Africa-Caribbean-Pacific
Sexual and Reproductive Health Programme (EC/UNFPA/ACP SRH) — Reproductive
health services in eight African and two Caribbean countries
are being enhanced thanks to a major, comprehensive
initiative by the European Commission (EC). The
EC/UNFPA/ACP Sexual and Reproductive Health Programme is designed
to build each country’s capacity to manage its own reproductive
health programmes. It includes a regional component to address
overall planning, management, advocacy, reporting and information
exchange, and quality assurance. UNFPA is overseeing the regional
component and working with governments to get projects up and
running. The Commission
has committed 20 million euros over a 42-month period beginning
in 2003.
