related to the Stronger Voices for Reproductive Health
project: CEDPA
- The Centre for Development
and Population Activities
With support from and written with UNFPA, CEDPA has
produced a comprehensive
set of tools for implementing the ICPD Programme
of
Action. Two such manuals are: Social Mobilization
for Reproductive Health, which promotes social mobilization
as a means for communities to declare publicly their
rights to control their reproductive health and to
create
widespread support for those rights; and Gender, Reproductive
Health, and Advocacy, which consists of participatory
methodologies to equip NGOs to better implement reproductive
health programs and strategies.
EngenderHealth
EngenderHealth has developed an integrated package of
quality improvement approaches and tools intended to
strengthen family and reproductive health service delivery.
EngenderHealth's quality improvement approaches include
facilitative supervision, medical monitoring, and whole-site
training (WST). The organization’s simple and practical
tools to help implement these approaches include: COPE®
("client-oriented, provider-efficient services”),
Quality Measuring Tool (QMT), the Cost Analysis Tool,
and Community COPE®. EngenderHealth is also producing
a new tool kit of related job aids aimed to enable
individuals make informed and voluntary decisions on
family planning and other reproductive health matters. “Choices
in Family Planning: Informed and Voluntary Decision
Making” is the first in the series and contains four sections:
an introduction to concepts, a discussion guide, a
preliminary assessment guide, and next steps section.
ILO/STEP
ILO/STEP has a range of publications on extending social
protection to excluded groups. One of particular interest
is Dror D.M.; Jacquier C. (January 1999). “Micro-insurance:
Extending Health Insurance to the Excluded.”
International Social Security Review, vol. 52, no. 1,

Abstract: This paper proposes a way to improve health
provision for populations who are usually excluded from
access to health services. It starts out with a short
description of who the excluded are, and what they are
excluded from. The paper then looks at the major policy
statements elaborated at the international level, and
proceeds to propose the missing dimension. Next, based
on field testing and several tens of case studies, the
paper proposes a concept for group-based health insurance,
or “micro-insurance”, and explains its rationale
and its components. Last, the paper proposes a strategy
to implement this concept.
IPPF - International
Planned Parenthood Federation
IPPF and its member Associations are committed to promoting
the right of women and men to decide freely the number
and spacing of their children and the right to the
highest possible level of sexual and reproductive
health. Among
IPPF’s many resources is the Charter
on Sexual and Reproductive Rights,
a tool to help NGOs hold governments accountable for
promises made in upholding human rights in general,
and sexual and reproductive rights in particular.
IPPF
- International Planned Parenthood Federation - Western
Hemisphere Region
Service delivery and quality of care (QOC) are at the
core of the IPPF’s work to address the unmet sexual
and reproductive health (SRH) needs of women, men and
adolescents. The Charter on Rights of the Client (1992)
and the Charter on Needs of the Service Providers form
the basis of IPPF’s activities. IPPF has produced
valuable resources, including a manual for the evaluation
of quality of care from a gender perspective, client
satisfaction surveys, medical and service delivery guidelines,
and self-assessment modules to help non-governmental
and governmental organizations assess their capacity
in several program areas.
Management
Sciences for Health
MSH’s activities concerning quality of care are
primarily focused on two projects: (1) The Family Planning
Management Development (FPMD) project works with local
partners to strengthen the management and quality of
primary health care services, including maternal and
child health, STD and HIV / AIDS and family programs;
and (2) Family Planning Management Training (FPMT).
Useful
tools and guides can also be accessed at The Manager’s

- The
Guide to Managing for Quality. This guide is a
compendium of tools, information and other resources
to support health managers through the cycles of quality
improvement. It is structured around a three-pronged
strategy, emphasizing problem solving, team building
and managing the process of quality improvement.
- Managing
Reproductive Health Services with a Gender Perspective.
This
edition of The Manager shows how awareness of gender
issues can improve the design, management, and delivery
of health services.
Marie Stopes
International
Marie Stopes International provides technical and financial
assistance to a wide range of innovative and low-cost
service delivery, social marketing, and educational
projects in the maternal and child health and family
planning fields in developing countries. Many regional
projects emphasize client-centered quality of care programming.
Partners for
Health Reformplus (PHRplus)
PHRplus is the U.S. Agency for International Development’s
flagship project in health policy and systems strengthening
(HPSS). PHRplus builds on the predecessor Partnerships
for Health Reform (PHR) Project, with a new, major emphasis
on health information and infectious disease surveillance.
Population Council
Population Council’s work in quality of care permeates
all of its programmatic areas in reproductive health:
- Impact
Studies Program documents the effects of improved
quality of care on women’s reproductive behavior.

Quality/Calidad/Qualité
highlights examples of family planning and reproductive
health programs that are providing unusually high
quality of care.
- Frontiers
in Reproductive Health is a global operations research
(OR) program that provides the empirical base for
implementing successful, innovative, high-quality
family planning and reproductive health programs.
- Situation
Analysis - This methodology pinpoints problems in
delivery of family planning services, and follow-up
studies of reproductive health services, which permit
comparison of service quality over time.
UNFPA
UNFPA has a broad range of publications that cover
all aspects of promoting reproductive health, including
reproductive rights, women’s empowerment, adolescent
reproductive health, HIV/AIDS prevention, and reproductive
health commodity security,
Through
the EC-UNFPA Reproductive Health Initiative (RHI)
in Asia, a generic training manual, “Reproductive
Health for All: Taking Account of Power Dynamics between
Men and Women” [http://www.asia-initiative.org/gender_manual.html]
was developed by the Italian Association for Women
in Development (AIDOS), in cooperation with the Women’s
Health Project (WHP). This participatory manual aims
to assist people, particularly senior planners and
programme managers, to develop programmes and project
that promote gender equity and human rights. Many of
the methods can be adapted for use by NGOs at the community

Women’s
Health Project
The Women's Health Project is the Gender and Health
Division of the School of Public Health at the University
of the Witwatersrand, Johannesburg, South Africa. A
leading NGO in the region and internationally, the Women’s
Health Project employs rights-based approaches and methodologies
to advance women’s status and simultaneously improve
their health. Through advocacy, training, and research,
the Women’s Health Project promotes conditions
that enable women to make decisions about their health
and their lives.
World Bank
The World
Bank’s PovertyNet provides resources for people
and organizations working to understand and alleviate
poverty, including issues of empowerment. Among its
many resources is Participation
and Social Assessment: Tools and Techniques, a kit
aimed at sharing information on participatory methods
in order to support the adoption of participatory approaches
in World Bank-supported studies and projects. The kit
consists of modules on social assessment, stakeholder
analysis, participatory methodologies and participatory
monitoring and evaluation.
