International Reconstruction Conference on Liberia
Secretary Powell (Feb. 6):  "The citizens of Liberia now have the opportunity to put 15 years of war, chaos and misery behind them and to build a future of hope. This promising moment is not likely to come again. And the people of Liberia need our collective help to seize this moment." FY 2005 Budget Request
The Department of State has helped maintain American leadership of an international coalition to counter terror, while at the same time advancing a broad array of other U.S. interests around the world. This has demanded the application of sustained diplomatic force – and demonstrated the necessity of having the means to deliver it.   The FY 2005 International Affairs Budget Request and State Department Budget in Brief [PDF: 1.4MB Get Adobe Acrobat Reader] have been released.
