Submission for OMB Review; Comment Request for Review of a Revised Information Collection: SF 3112
SUMMARY: In accordance with the Paperwork Reduction Act of 1995 (Pub.
L. 104-13, May 22, 1995), this notice announces that the Office of
Personnel Management (OPM) submitted to the Office of Management and
Budget a request for review of a revised information collection.
Standard Form 3112, CSRS/FERS Documentation in Support of Disability
Retirement Application, collects information from applicants for
disability retirement so that OPM can determine whether to approve a
disability retirement. The applicant will only complete Standard Forms
3112A and 3112C. Standards Forms: 3112B, 3112D, and 3112E will be
completed by the immediate supervisor and the employing agency of the
applicant.

Changes in Health Benefits Enrollment
SUMMARY: The Office of Personnel Management (OPM) is issuing proposed
regulations on changes in health benefits enrollment for annuitants or
survivor annuitants when a carrier terminates participation in the
Federal Employees Health Benefits (FEHB) Program. We are proposing to
amend the regulations to give OPM the authority to enroll annuitants in
whichever option of the BC/BS Service Benefit Plan it determines will
most closely approximate the terminated plan.

2002 Nonforeign Area Cost-of-Living Allowance Survey Report: Caribbean and Washington, DC, Areas
SUMMARY: This notice publishes the "2002 Nonforeign Area Cost-of-
Living Allowance Survey Report: Caribbean and Washington, DC, Areas."
The Federal Government uses the results of these surveys to set cost-
of-living allowance (COLA) rates for General Schedule, U.S. Postal
Service, and certain other Federal employees in Alaska, Hawaii, Guam
and the Commonwealth of the Northern Mariana Islands, Puerto Rico, and
the U.S. Virgin Islands. This report contains the results of the COLA
surveys that the Office of Personnel Management conducted in Puerto
Rico, the U.S. Virgin Islands, and the Washington, DC, area during the
summer of 2002.

Cost-of-Living Allowances (Nonforeign Areas); Methodology Changes
SUMMARY: The Office of Personnel Management (OPM) is proposing
technical changes in the methodology used to determine nonforeign area
cost-of-living allowances (COLAs). The changes would correct minor
drafting errors; provide consistent treatment of sale prices; allow the
use of non-housing price data collected on St. John, U.S. Virgin
Islands; correct and clarify the definition of COLA survey areas; and
allow a one-time prospective index adjustment for the Caribbean and
Alaska areas concurrent with the effective date of any COLA rate
changes resulting from the 2004 Pacific COLA surveys. OPM is proposing
these changes in large part as the result of experience gained in the
2002 COLA surveys and upon various recommendations of the Survey
Implementation Committee, the Technical Advisory Committee, and/or the
St. Thomas/St. John COLA Advisory Committee.

Prevailing Rate Systems; Redefinition of the North Dakota and Duluth, MN, Appropriated Fund Wage Areas
SUMMARY: The Office of Personnel Management is issuing a final rule to
redefine the North Dakota and Duluth, MN, Federal Wage System (FWS)
appropriated fund wage areas. This rule redefines Clearwater and
Mahnomen Counties and the White Earth Indian Reservation portion of
Becker County from the North Dakota FWS wage area to the Duluth FWS
wage area. These changes assign all blue-collar Federal employees
working in Indian Health Service facilities in northern Minnesota to
one FWS wage schedule.

collection. SF 3104, Application for Death Benefits/Federal Employees
Retirement System (FERS), is used by persons applying for death
benefits which may be payable under FERS because of the death of an

time of his/her death or separation from Federal Service.

Excepted Service, Privacy Procedures for Personnel Records
SUMMARY: The Office of Personnel Management (OPM) is issuing proposed
regulations modifying the Presidential Management Intern (PMI) Program.
The regulations implement Executive Order 13318, which renames the PMI
Program as the Presidential Management Fellows Program, with two
components: Presidential Management Fellows (Fellows) and Senior
Presidential Management Fellows (Senior Fellows). The regulations
outline OPM and agency responsibilities with respect to administration
of the Program, and amend other regulations to reflect the changes
prescribed by the Executive Order.

Implementation of Title II of the Notification and Federal Employee Antidiscrimination and Retaliation Act of 2002
SUMMARY: The Office of Personnel Management (OPM) is issuing interim
regulations to carry out the agency reimbursement provisions of Title
II of the Notification and Federal Employee Antidiscrimination and
Retaliation Act of 2002 (No FEAR Act). The No FEAR Act requires that
the President or his designee promulgate rules to regulate agency
reimbursement of the Judgment Fund for payments made to employees,
former employees, or applicants for Federal employment because of
actual or alleged violations of Federal discrimination laws, Federal
whistleblower protection laws, and/or retaliation claims arising from
the assertion of rights under these laws. This rule will implement the
reimbursement provisions of Title II of the No FEAR Act.

Information Technology Exchange Program
SUMMARY: The Office of Personnel Management (OPM) is issuing proposed
regulations to implement provisions contained in the E-Government Act
of 2002. This law authorizes the temporary assignment of employees in
the field of information technology management (IT) between the Federal
Government and private sector organizations. It also authorizes Federal
agencies to accept, on a volunteer basis, the services of non-Federal
IT employees.

Senior Executive Service Pay and Performance Awards
SUMMARY: The Office of Personnel Management is issuing interim
regulations to establish a new pay-for-performance system for the
Senior Executive Service (SES). The new SES pay system replaces the
current six-level system with an open-range "payband" and allows a
higher annual maximum rate of basic pay. These regulations set forth
the requirements for converting SES members to the new pay system and
adjusting SES rates of basic pay.

Comment Request for OMB Review of a New Information Collection: General Population Rental Equivalency Survey
SUMMARY: In accordance with the Paperwork Reduction Act of 1995 (Pub.
L. 104-13, May 22, 1995), this notice announces that the Office of
Personnel Management (OPM) intends to submit to the Office of
Management and Budget a request for a review of a new information
collection. OPM is seeking comments on its plan to conduct a General
Population Rental Equivalency Survey (GPRES) on a one-time basis to
collect information on actual and estimated rents and rental
characteristics from homeowners and renters in Alaska, Hawaii, Guam,
Puerto Rico, the U.S. Virgin Islands, and the Washington, DC, area.

Submission for OMB Review; Comment Request for Reclearance of a Revised Information Collection: RI 38-128
SUMMARY: In accordance with the Paperwork Reduction Act of 1995 (Public
Law 104-13, May 22, 1995), this notice announces that the Office of
Personnel Management (OPM) has submitted to the Office of Management
and Budget (OMB) a request for reclearance of a revised information
collection. RI 38-128, It's Time to Sign Up for Direct Deposit, is now
primarily used by OPM to give recent retirees the opportunity to waive
Direct Deposit of their annuity payments. The form is sent only if the
separating agency did not give the retiring employee this election
opportunity. This form may also be used to enroll in Direct Deposit,
which was its primary use before Public Law 104-134 was passed. This
law requires OPM to make all annuity payments by Direct Deposit unless
the payee has waived the service in writing.
