SECTION B - ASSIGNMENT DESCRIPTION (IT SERVICES REQUIRED)
B1 Services Description / Work Specification (What is required)
The primary focus of the Emergency Health Services Branch (EHS) of the Ministry of Health and Long-Term Care (MOHLTC) is the delivery of ambulance services across Ontario. The branch employs approximately 400 staff with a head office, training facilities, fleet facility, 5 regional offices, 18 land dispatch centres and an air dispatch centre. EHS operations and administration have a heavy reliance on computers in this highly automated, decentralized branch.
The Central Ambulance Communication Centres (CACCs) dispatch ambulances for approximately 170 ambulance services throughout the province. Some of the CACCs are owned by the province and others are funded by the province through transfer payments. The CACCs are currently located in Barrie, Cambridge, Hamilton, Kenora, Kingston, Lindsay, London, Mississauga, North Bay, Oshawa, Ottawa, Renfrew, Sault Ste. Marie, Sudbury, Thunder Bay, Timmins, Wallaceburg and Windsor. (Toronto CACC, which handles approximately ½ million of the total calls per year, is not included in this project.)
Ambulance Response Information System (ARIS). In 1989 the Ministry of Health signed an agreement with the Ministry of the Solicitor General to modify their police dispatching system known as OMPPAC (Ontario Municipal and Provincial Police Automation Co-operative) to meet the detailed functional specifications that were developed for the Emergency Health Services Branch in 1986. The resultant system was called the Ambulance Response Information System (ARIS).
ARIS is text‑based with a mainframe architecture. It runs on a Tandem processor at a government facility, connected by one or more leased lines to each of 18 CACCs, MATC and a training facility. In each centre there is a IBM token ring local area network with PC workstations installed as dumb terminals. In total there are approximately 150 workstations connected to the system. Conversion of each CACC took place over the years 1992‑1995, with about 6 CACC's being converted each year.
ARIS completely automates the tracking and recording of ambulance incidents by eliminating all use of paper dispatch records. This has accomplished the following:
· improved notification time of dispatchers by automating the call-taking function.
· decreased crew notification time (“time call is answered” to “time crew is notified”).
· allowed dispatchers to make better decisions regarding selection of appropriate vehicles.
· provided improved tracking of duty ambulances.
· allowed management to quickly review specific incidents and statistical reports.
ARIS is comprised of a centralized database consisting of the following components: addresses, call details, vehicle movement and status. A major reference system is included that allows recording of hazard locations, common place names, emergency services information, hospital profiles etc. The dispatcher may easily refer to this information. The call taker uses a single screen and the dispatcher has one PC driving two screens. The secondary monitor for the dispatcher would typically be used to display vehicle status and the condensed call queue, allowing a dispatcher to work with only a single screen, if necessary.
The PCs perform primarily screen handling. All call routing and database storage is handled by the TANDEM.
The CACCs are connected by Multi-Protocol Routers to a government network with separate capabilities for back-up support. Although many of the LANS within the CACCs are presently Token Ring, all LANS are expected to be Ethernet by the end of March, 2002. The operational microcomputers in the branch are Compaq with a DOS operating system.
While ARIS meets current needs, the mainframe architecture is a major limitation to incorporating technologies such as computer mapping and AVL, paging, MDTs, and radio/telephone integration. Therefore, EHS is presently in the process of implementing a new dispatch system called ARIS II.
EHS requires an ARIS Project Lead to ensure the uninterrupted running of ARIS at EHS sites.
B2 Description of Deliverables / Project Objectives / Business Objectives.
ITSS requires an individual to fulfill the duties of the ARIS Project Lead.
Duties & Responsibilities
Reporting to the Manager, Information Technology and Systems Section, the successful individual will be responsible for:
· Ensuring 24/7 ARIS and related support to nineteen 24/7 ambulance dispatch centres through the province,
· Ensuring ARIS and related components (hardware, software and networks) are fully operational with the minimum amount of down time,
· Providing hands-on maintenance and support to ARIS hardware and software as required,
· Leading ARIS maintenance and support projects throughout the province in the CACCs including software updates and hardware changes,
· Providing ARIS and related technical support and guidance to EHS staff and vendors including ITSS staff and the regional support vendors,
· Preparing problem and status reports and other ARIS documentation as required,
· Co-ordinating activities with the ARIS replacement project team in order to provide smooth roll-out of ARIS II and co-existence between ARIS and the ARIS replacement project, and
· Liaising with government staff, such as the EHS Telecommunications Section and IJITD Help Desk, and vendors, such as E911/Bell and government network provider, to ensure satisfactory ARIS support.
Expenses incurred maintaining and upgrading hardware and software and networks at remote dispatch centres will be re-imbursed.
The work is located in the GTA region with travel throughout the province.
Qualifications
The successful individual will have the following qualifications that demonstrate both the capability and experience to be successful in the required capacity.
· Background in computer science normally acquired through University or College or accreditation program,
· Minimum of three year's support experience in a 24 by 7, computer aided dispatch (CAD) environment,
· Good knowledge of microcomputer hardware and software and systems integration,
· Proven knowledge of and experience with the physical requirements for computer equipment, such as operating temperatures and electrical draw, and how they impact on operating environments,
· Excellent knowledge of hardware and software and network protocols,
· Relevant experience in the ambulance health services environment, and
· Excellent written, verbal and interpersonal skills and ability to work independently in a high-pressure environment with tight deadlines.

The contract is expected to last for 2 years.
B4 Location and Working Hours

C Working hours are 7.25 hours per day, 9:00 a.m. to 5:00 p.m., four days a week, between Monday and Friday. However, due to the 214/7 nature of the work, work beyond these hours may be frequently required.

4. The Vendor must provide the equivalent hourly rate. The normal government workday is 7.25 hours.
5. Prior Client approval must be obtained by the Vendor for all travel and accommodation expenses. These expenses will be billed separately and charged in accordance with Management Board Secretariat’s Travel Management and General Expenses Directive which may be amended from time to time.
