The International Visitor Program
The International Visitor Program is administered by the U.S. Department of State, Bureau of Educational and Cultural Affairs, operating under authority of the Mutual Educational and Cultural Exchange Act of 1961 (Fulbright-Hays Act). The emphasis of the program is to increase mutual understanding through communication at the personal and professional levels.

The International Visitor Program brings participants to the United States from all over the world each year to meet and confer with their professional counterparts and to experience the United States firsthand. The visitors, who are current or potential leaders in government, politics, the media, education, and other fields, are selected by American Officials overseas. More than 186 current and former Heads of State, 1,500 cabinet-level ministers, and many other distinguished world leaders in government and the private sector have participated in the International Visitor Program.

The U.S. Department of State directs the program in cooperation with a wide range of non-profit organizations operating under cooperative agreements with the U.S. Department of State. The program also relies on the commitment and skills of over 98 community-based organizations across the country. They represent a wide range of institutions and expertise from Unverisities to World Affairs Councils to all-volunteer. These organizations are known collectively as "Councils for International Visitors (CIVs)" associated under the umbrella organization of the National Council for International Visitors located in Washington, D.C.

U.S.-Republic of Korea Interparliamentary Exchange

Program Description
The U.S.-Republic of Korea Interparliamentary Exchange is an ongoing series of reciprocal visits and discussions among leading members of the National Assembly of the Republic of Korea (ROK) and the U.S. House of Representatives. The purpose of the exchange is to maintain dialogue and strengthen existing relationships among the participants. The first visit, arranged by Delphi in January of 2000, took a U.S. delegation to Korea under the leadership of Representative Edward R. Royce. A return visit by a Korean delegation, led by the Honorable Jay Kun Yoo, brought seven Members of the Republic of Korea National Assembly and two staff members to Washington from July 9-12, 2001. The next exchange will again take a Congressional group to Seoul in 2002.

The focal point of the exchanges are roundtable discussions among Members of the ROK National Assembly and Members of the U.S. Congress. Following the most recent visit, these discussions resulted in a concurrent resolution expressing the sense of Congress regarding North Korean refugees who are detained in China and returned to North Korea where they face torture, imprisonment, and execution. The resolution encouraged the Government of China to honor its obligations under the United Nations Convention relating to the Status of Refugees of 1951. The exchange is assisted financially by the Bureau of Educational and Cultural Affairs of the U.S. Department of State under the authority of the Fulbright-Hays Act of 1961, as amended.
