Forum (SEO)
The Chief Executive Officer Safe School Forum (SEO) is a two-day course
that provides an overview of the School Resource Officer (SRO) training
initiative and introduces a model framework for greater collaboration
in addressing issues related to school safety. This program supports the
overall goal of empowering School Resource Officers and developing best
practices and standards of excellence.
Program Highlights include an Issue Perspective, Model Policy
and Policy Development, Comprehensive Strategies, Information Sharing,
Legal Issues, Community-Oriented Policing and Problem Solving Self-Assessment,
and Resources.
Target Audience is Police Chiefs and Sheriffs attending as a
team with their educational counterparts, typically School Superintendents.
Costs Covered The costs for training, training materials, airfare,
lodging, breakfast, and lunch are covered while attending class.
Notes The program is typically delivered Sunday and Monday at
the JRLETC at NCMEC headquarters in Alexandria, Virginia.

Crime Prevention Through Environmental
Design (CPTED)
Crime Prevention Through Environmental Design (CPTED) is a three-day
course designed to train School Resource Officers and other school personnel
on CPTED concepts, definitions, and strategies. When completed, participants
will be able to conduct their own security audit and assessment of proposed
plans, renovations, and existing school facilities.
Target Audience is law-enforcement officers who serve in the
role as a School Resource Officer, School Liaison Officer, School Administrator,
and other school personnel with responsibility for school safety or school
design. Priority consideration is given to individuals who have attended
the SRO course, or individuals who are nominated by their Police Chief,
Sheriff, or School Administrator, and who have also attended the CEO,
SEO, or STP courses.
Costs Covered The costs for training, training materials, and
single-occupancy lodging are covered while attending class. The participant
is responsible for transportation, meals, and incidental expenses.
Notes The program is typically held regionally throughout the
United States with a maximum of two participants per agency.

Key Elements For Effective School
Policing (KE)
The purpose of this four-and-one-half-day course is to provide instruction
on selected key elements related to the most effective enforcement, intervention,
and prevention practices in a school environment.
Program Highlights include Investigating Physical Abuse and Neglect
of Children, Responding to Sexual Victimization of Children, Investigating
Computer Crimes Against Children, Interrogating the Offender, Interviewing
Victims, Investigating/Preventing Parental Child Abduction, Working with
Serious Habitual Juvenile Offenders, Identifying Gangs, and Coordinating
Probation/School Problems.
Target Audience is law-enforcement officers who serve in the
role as a School Resource Officer, School Liaison Officer, or otherwise
working with schools in his or her community. Priority consideration is
given to individuals who have attended the SRO or individuals who are
nominated by their Police Chief, Sheriff, or School Administrator and
who have also attended the CEO, SEO, or STP courses.
Costs Covered The costs for tuition, student materials, instructional
cost, and single-occupancy lodging are covered while attending class.

The Missing and Exploited Children Chief Executive Officer Seminar (CEO)
is a two-day course that provides Police Chiefs and Sheriffs an orientation
to the issues related to missing and exploited children’s cases. Information
is provided regarding effective policies and practices in addition to
technical assistance, training, and available resources.

Developing a Law-Enforcement Strategy to Missing and Exploited Children,
Media Issues and Use, Victim Impact, Policies and Practices for CEOs,
Training and Resources, Community Self Assessment, and Planning a Strategy.

children.

Prosecutors (PRO)
Protecting Children Online for Prosecutors (PRO) is a four-and-one-half-day
course designed to familiarize prosecutors with computer-facilitated crimes
against children and the ever-evolving legal and technical issues surrounding
those investigations.
Program Highlights include Computer Crimes Against Children;
Child Victims and Child Molesters; Technical Overview; Expert Testimony,
Charging, Pleas, and Sentencing; Medical Issues; Defenses; Preparing Cases;
Investigative Standards and Best Practices; and Resources.
Target Audience is state and local prosecutors assigned to handle
computer-facilitated crimes against children. Attendees are typically
nominated by UC graduates, OJJDP Internet Crimes Against Children Task
Forces, and NCMEC’s federal law-enforcement partners.

(UC)
Protecting Children Online: Unit Commander/Policy Training (UC) is a
two-and-one-half-day course designed to familiarize law-enforcement supervisors
with the technical, legal, and managerial issues of conducting investigations
of computer-facilitated crimes against children.
Program Highlights include Child Victims and Child Molesters,
Technical Overview, Legal Issues, Investigative Standards and Best Practices,
and Resources.
Target Audience is law-enforcement officials who supervise the
men and women who investigate the victimization of children online. Attendees
are typically nominated by CEO attendees, OJJDP Internet Crimes Against

Program (STP)
The Safe Schools Interagency Team Planning Program (STP) is a five-day
course that brings together chief executives from law enforcement, schools,
social-service agencies, and juvenile-justice agencies to improve information
sharing, cooperation, coordination, and the overall juvenile-justice system's
response to school-safety issues. This program supports the overall goal
of empowering the School Resource Officer and developing best practices
and standards of excellence.
Program Highlights include Schools, Crime, and Juvenile Justice;
Existing Trends; Comprehensive Inter-Agency Model Enforcement and Control,
Prevention, and Intervention; Developing Strategies; Legal Issues and
Information Sharing; School Safety Planning; Best Practices; and School
Safety Planning.
Target Audience are communities whose law-enforcement and education
officials have attended SEO and who have developed and submitted a comprehensive
action plan.
