"It is a priority of President George W. Bush, and it is my personal mission, to see that each and every veteran who wants to serve his or her country as public servants be given the chance to do so. Veterans have served our country with distinction; they have put their civilian lives on hold to defend our democratic principles and protect our friends around the world; and, they have sacrificed in ways we cannot begin to understand."

- Kay Coles James, Director
Office of Personnel Management

  • Disabled Veterans Affirmative Action Program (DVAAP) Plans, In compliance with 38 U.S.C. 4214, agencies must submit DVAAP accomplishment reports to OPM each year. The accomplishment reports describe agency efforts to promote the maximum employment and job advancement opportunities for disabled veterans as well as certain veterans of the Vietnam era and of the post-Vietnam era who are qualified for such employment and advancement. As part of the submission package, each agency must include a signed statement certifying that the agency has an up-to-date DVAAP plan. We review each submission to determine whether it is consistent with the applicable law and regulations. We submit an Annual Report to Congress on the employment of veterans in the Federal Government.
