Access to Intercultural Bilingual Education
The activity operates four major components address the drastic situations of high primary school dropout, low capacity of teachers (especially with bilingual capacity) and a severe lack of education materials: Teacher training: Improve pre-service and in-service training capacity and programs for primary teachers and teacher trainers in intercultural bilingual education (IBE) for the pre-school and primary school levels. Materials and modules development: Design and produce IBE modules, lessons, and materials that are relevant to Mayan students, and avoid cultural and gender biases. Community participation: Promote the involvement of parents and communities in the educational process through developing a collaborative mechanism between parents and teachers in support of IBE and broader educational aims. The activities include women's leadership and participation in school committees. Policy coordination: Strengthen DIGEBI, a specialized agency of the Ministry of Education, and the El Quiché Education Directorate as the focal points for enhanced intercultural and bilingual education policy planning, monitoring, and coordination among government and non-governmental organizations. The responsibility for achieving intercultural bilingual education resides with the Ministry of Education's Dirección General de Educación Bilingüe Intercultural (DIGEBI), though its impact is constrained by limited resources. The AIBE Project will assist DIGEBI and the Departmental Directorate of Education in El Quiché to provide training, support, and high quality materials for intercultural bilingual education. Learning implements the Access to Intercultural Bilingual Education
(AIBE) Project in Guatemala, a cooperative agreement with the U.S. Agency
for International Development (USAID) executed in cooperation with the
Guatemalan Ministry of Education and national NGOs. The AIBE Project
is designed to increase access to intercultural bilingual education
in El Quiché, one of the country's poorest regions, home to a
predominantly Mayan population and the center of Guatemala's 35-plus
year civil war that ended with the Peace Accord in 1996.
