During advisory committee meetings, an atmosphere of free expression of ideas and constructive discussion should be encouraged. The values of each meeting participant are valid and should be respected by others attending the meeting. All should work to encourage frank and open dialogue, participation by all, and an understanding of various viewpoints. The meeting's tone allows for the airing of different views as well as compromise and consensus building. Discussions and committee actions should focus on issues and not on individuals.
When reviewing proposals, motions should be made to "adopt" or "support" a proposal so that member support can be expressed by a "yes" vote while their opposition can be expressed by a no
vote. Motions to oppose a proposal result in awkward voting where one must vote in the affirmative to express their opposition.
The chair is responsible for keeping the group's discussion focused, making sure there is a thorough committee review of the topics before the committee, following the approved agenda, honoring the physical and mental needs of those in attendance, and insuring the meeting's timely progress. Members should familiarize themselves with the current hunting and fishing concerns in their community and arrive at meetings prepared to discuss these concerns. Similarly, when meetings are over, members should report back to their community or user group about content of the meetings.
