Handel Lee heads the China Practice of Vinson & Elkins. He regularly represents U.S., European, and PRC clients on direct investment, project finance, acquisition and bank financing transactions in the greater China region in such industries as techonology, telecommunications, media, aircraft, distribution, manufacturing, automotive and energy. Once clients have completed their investments, he also advice on the legal, administrative and regulatory aspects of maintaining operations in the PRC. A major practice area of Handel focuses on developing, acquiring and financing investments in restricted industries in China, especially energy, telecommunication, and information technologies, and assisting clients in structuring such investments to comply with the complex regulatory restrictions and to take advantage of regulatory flexibilities.
With respect to such projects in China, he has represented international and PRC developers, operators, general contractors, lenders and financial institutions and underwriters in the development and financing of insfrastructure and telecommunication projects. Handel is listed in Euromoney's 1999, 2001 and 2003 editions of the Expert's Guide to the World's Leading Energy and Natural Resources Lawyers, as the leading lawyer in China in three categories: project finance, power and oil and gas.
Handel has been widely published in legal, trade, and news publications, including The International Financial Law Review, Asia Law & Practice, Petroleum Economist, The Wall Street Journal, South China Morning Post and The China Business Review. |
