Creation of the Coordinator for Reconstruction and Stabilization
Spokesman Boucher (Sept. 28): "Experience over the past decade has demonstrated that ad hoc responses to complex emergencies are not enough. The United States must be prepared to rapidly identify and marshal its civilian resources for stabilization and reconstruction." [full text; more]

Democratization Training for Iraqi Women
Secretary Powell (Sept. 27): "I am pleased to announce that, as part of the Department of State's Iraqi Women's Democracy Initiative, we are awarding $10 million in grants to several U.S.-based non-governmental organizations to train Iraqi women in the skills and practices of democratic public life." The Advisory Commission on Public Diplomacy has released its 2004 annual report assessing public diplomacy policies and programs of the U.S. Government.

Assistant Secretary Charles testified before the House International Relations Committee on counternarcotics and rule of law programs in Afghanistan.
