Welcome to the Equal Employment Opportunity (EEO) website. Included here is information about EEO policies, contacts, programs, activities and efforts. The Office of EEO is responsible for directing and integrating the application of the Civil Rights Act of 1964, as amended, as well as other applicable non-discrimination complaint systems and affirmative employment programs. The mission of the Office of EEO is to ensure that the rights of employees and applicants are protected and that the agency promotes a proactive equal employment opportunity program, to ensure that the goal of an ethnically diverse workplace is achieved.

Overview of Equal Employment Opportunity Program


It is the agency’s policy to ensure that applicants and employees are treated in a non-discriminatory manner in compliance with established laws, regulations and executive orders. The agency must promote a culturally diverse workforce, a work environment which allows all employees equal opportunity to achieve their full potential, and to incorporate Equal Employment Opportunity (EEO) principles into the mission and value systems.

It is also agency policy that all entities work together to attain, for all employees, a viable and diverse work environment free from discrimination. To ensure compliance, the agency collects, prepares, and safeguards statistics concerning race, national origin, sex and data on individuals with disabilities. In addition, the agency periodically evaluates its EEO Program activities.

Equal Employment Opportunity Data Posted Pursuant to the No FEAR Act

Special Emphasis Programs

It is the policy of the agency to provide reasonable accommodation and ensure equal employment opportunity in the hiring, advancement, training, and treatment of all protected groups, and to strive to achieve a work force in which all minority groups, women and individuals with disabilities are represented in every major organizational element, occupational category, and grade level commensurate with their representation in the relevant civilian work force.

Removal of Architectural Barriers from Facilities

It is the policy of the agency to ensure that facilities, programs and activities are accessible to all applicants and employees in compliance with established laws, regulations, and executive orders. It is also agency policy to promote a work environment that allows all employees equal opportunity to achieve their full potential by promoting reasonable accommodations and barrier-free design.

Sexual Harassment

Sexual harassment, is the deliberate, unsolicited and unwelcome verbal comment, gesture, or physical contact of a sexual nature. An employee who deliberately uses sexually coercive behavior to control, influence or interfere with the career, pay or job of another person in exchange for sexual favors is engaging in sexual harassment. This also includes deliberate, repeated offensive comments, gestures or physical contact of a sexual nature in the workplace or work-related environment. Any employee who engages in such conduct will be subject to appropriate disciplinary action. Supervisors who either condone, or fail to act to correct such inappropriate conduct brought to their attention, also will be subject to disciplinary action. The agency has no room for this unprofessional type of behavior.

Applicability of EEO Policies to Employees in Foreign Countries

It is the agency’s policy that the statutes prohibiting discrimination in Federal employment, insofar as they are unaffected by treaty obligations, apply to all employees working in overseas locations. The agency also ensures that there is no possibility of conflict with foreign laws.
