ICRC Annual Report 2003
The confrontation between countries engaged in the "fight against terrorism" and groups violently pitted against them, the invasion and occupation of Iraq and a number of entrenched internal armed conflicts contributed to increased global insecurity in 2003. The changing nature of armed conflict made independent and neutral humanitarian action more complicated. These are some of the themes of the ICRC's 2003 Annual Report.
